Description
This SOURCES SOUGHT NOTICE (SSN) is issued to assist the Agency in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. In accordance with FAR Part 10, SSP is conducting market research to identify businesses capable of providing portable cranes, rigging services, and program management support for lifting heavy military equipment on an "as needed" basis for SWS Ashore. The contract type considered is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue Fixed Price Level of Effort (LOE) and Firm Fixed Price (FFP) completion type contracts. SSP is seeking concise capability statements (see Capability Package Submittal Requirements) which identify the vendor's current capabilities to perform/execute the requirements identified below. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The determination of acquisition strategy for this acquisition lies solely with the government. Purpose SSP is seeking capability statements which identify vendor's current capabilities to perform/execute the requirements identified below and who meet the minimum qualifications identified below. Description of Requirements To ensure SSP has an acquisition vehicle to meet its continuing need for crane, rigging services, and program management support for lifting heavy military equipment. Requirements and examples of potential taskings: 1. Lifting and handling of Weapons Support Assemblies Provide crane lift support services, including engineering, crane, rigging, and staging support, to accomplish complex vertical lift crane operations. The lifts require an approximately 332" long by 272.5" square object weighing approximately 54,500 lbs. to be raised via 4 point lifting sling, lifted from ground level to the top of a facility at a height of approximately 40 feet. 2. Urgent/Emergency Preparedness Lifts SSP requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish complex vertical lift crane operations. The lifts will be in the event of a hurricane to remove the Missile Service Unit (MSU) off the facility and place on the MSU storage pad. Upon or prior to Hurricane Condition (HURCON) 3 (severe winds probable in 48 hours) Contractor company perform lift with 24 hours of declaration. After the hurricane threat clears, replace the MSU to the top of the building. The lifts require an approximately 332" long by 272.5" square object weighing approximately 54,500 lbs. to be raised via 4 point lifting sling, lifted from the top of a facility at a height of approximately 40 ft. to a storage pad at ground level. The crane, rigging, and staging services will be required during any time the Cape Canaveral Air Force Station (CCAFS) is at HURCON 3 and the MSU is on top of the SWS Ashore Test Facility. 3. Advanced Planning, Site Surveys and Pre/Post Evolution Program Management Support The contractor shall assist SSP in preparing for lifting, handling, and transportation movements of submarine equipment at CCAFS. Tasks include program management, coordination with SSP contractors, meeting support, scheduling, surveying, and preliminary site visits. 4. Forklift, Transportation, Crane and Rigging Services for SWS Equipment SSP requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish complex vertical lift crane operations. Additionally, SSP requires crane, truck, and/or forklift services to relocate pieces of Navy equipment on site. a.Examples of potential tasks: i.The lift requires an approximately 68ft long by 97 in. cylindrical object weighing approximately 170K lbs (the "cylinder") to be raised from a horizontal to a vertical position via engineered trunions at the pivot point, at ground level, rotated 180⁰, then lifted to the top of a facility at a height of approximately 40ft. The cylinder would then be rested temporarily atop the facility with a slacked hook, then returned to ground level and restored to a horizontal position. The cylinder would be approximately 90K when being returned to the horizontal position. The resting point atop the facility for the lift is approximately 45ft from the west end of the facility. Approach to the facility to perform the lift must come from the west end. Ground level lifts ranging from 2k to 42K lbs. These lifts will be in support of configuring the cylinder with a hoisting motor to raise and lower a component internal to the cylinder and installation/removal of shipping, stowage, and loading equipment. Lifts to the top of the buildings ranging from 5K to 20K lbs to install/remove support equipment. ii.The contractor shall provide services for transportation and relocation of old missile tubes and large pieces of submarine hardware/components. Examples of support include shrink-wrapping the tubes for preservation, cut-up or demilitarization support, and/or disposal. Minimum Qualifications Interested firms and/or teams must have demonstrated they have the equipment and personnel to perform the potential requirements. •Personnel performing this work must be able to pass a background check and be free of felonies or prior criminal records. •Shall under and be able to comply with P307 requirements. Capability Package Submittal Requirements Interested sources shall submit a capability package in Microsoft Word (compatible format) or PDF format that is restricted to no more than three (3) 8.5 X 11 inch pages, in Times New Roman font no smaller than 10 point. Packages are due no later than Thursday 2 August 2017, 12:00 (EST) and shall be submitted via e-mail to Sophia Giaquinto at Sophia.Giaquinto@ssp.navy.mil and Alexander Miller at Alexander.Miller@ssp.navy.mil. All submittals shall include the following information: 1)Company Administrative Information (Shall include prime contractor and/or teaming partner's company administrative information.) a)Company Name: b)Company Point of Contact (email and phone) and Title: c)Company Address: d)DUNS No: e)Cage Code: 2)Identify your small business socio-economic status. 3)Identify any current or past contract efforts you have performed which demonstrate experience and expertise in providing requirements identified above. 4)This past performance data shall (Government or commercial) should include (a) name of project (b) brief description of project (c) contract/project number, if applicable (d) client/customer point of contact (name, address, phone number, e-mail address) (e) dollar value of the contract/project (f) period of performance of the contract/project and (g) relevance of the contract/project to requirements in this SSN.
