Description
The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for the Installation of Waterway Signs at Dashields Locks and Dam. Specifically, the awardee will be required to install several waterway signs onto existing mooring cells located within the Ohio River on the left descending bank upstream of the Dashields Locks and Dam at river mile 13.3. The reflective waterway signs are approximately 29-ft by 21-ft or smaller and mounted on a larger steel support frame structures. The signs are Government Furnished Materials and will be provided to the contractor. Sign installation will be on top of the existing sheet pile mooring cells filled with free draining material and will require removal of the existing reinforced concrete cell caps with construction of new reinforced concrete sign foundations and new concrete cell caps. Removal of cell fill material and/or backfill with stone material may be required. Repairs to the vertical areas of the steel sheet piles will be required using various repair methods such as structural steel plating, welding and other patching materials. The sheet pile mooring cells are located in the Ohio River and all work will require a marine floating plant. Land access to the mooring cells is not available. Construction work will occur in close proximity to commercial navigation traffic and the operating lock chamber staffed and operated 24 hours a day, 7 days a week. The mooring cells are used by commercial navigation vessels and the construction work will be limited to occur at one cell at a time. Disposal of excavated materials, concrete rubble and other construction waste material will be at a commercially permitted facility licensed to accept the waste or recycled if applicable. This procurement will be Firm Fixed Price and will be set aside 100% for Small Businesses. The NAICS code for this acquisition is 237990, Other Heavy and Civil Engineering Construction. The period of performance for the contract is 150 days after receipt of the Notice to Proceed. The estimated cost of the proposed work is between $250,000 and $500,000. The Invitation for Bid (IFB) will be issued on or about August 4, 2017. Contractors must be registered in the System for Award Management (SAM) database prior to receiving any federal contract award (visit www.sam.gov to register).
