- Synopsis: Demolish Armstrong Shuttle Support Facilities – Phase 3 Pre Solicitation Notice. The National Aeronautics and Space Administration/Armstrong Flight Research Center NASA/AFRC plans to issue an Invitation For Bid (IFB) for the following services: DEMOLISH ARMSTRONG SHUTTLE SUPPORT FACILITIES – PHASE 3. THIS IS A PRESOLICITATION NOTICE AND SHOULD NOT BE CONSTRUED AS A REQUEST FOR BID. The Invitation For Bid (IFB) solicitation number for this requirement will be 80AFRC17B0002. The National Aeronautics and Space Administration (NASA) is issuing this notice to inform prospective contractors of a requirement to demolish and restore buildings 4805, 4874 (and emergency generator), 4985, 4990, and T-20 at Armstrong Flight Research Center (AFRC), Edwards, CA 93523. Include a credit to the Government relative to the emergency generator salvage value as a line item in the proposal. AFRC anticipates award of a Firm Fixed Price contract. Additive 1 - Work includes the demolition and site restoration o f NB-207, NB-213, Hydraulic Fluid Tank, Vehicle Wash Rack Equipment, Former Fuel Tank Containment Berm, and Emergency Generator Concrete Pads. Additive 2 - Work includes the demolition and site restoration of Building 4843 (the mobile building is to be relocated), and four (4) emergency generators. Include a credit to the Government relative to the salvage value of the four emergency generators as a line item in the proposal. The work to be performed under this project consists of providing the labor, equipment, and materials to perform the demolition and restoration of Armstrong shuttle support facilities. In accordance with FAR 36.204 the magnitude of this project is between $1,000,000 and $5,000,000. This will be a competitive HUBZone Set-Aside award. The NAICS Code and Size Standard are 238910 and $15.0 million, respectively. The anticipated release date of the IFB is on or about August 3, 2017. The anticipated bid due date is on or about September 1, 2017. The firm date for receipt of bids or proposals will be stated in the IFB. Specifications and Drawings will be available for download with the solicitation over the Internet. NASA clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The internet site, or URL, for the NASA Business Opportunities page is http://procurement.nasa.gov Interested parties should continue to monitor www.FBO.gov for the announcement of the Invitation for Bid number 80AFRC17B0002 from August 2017 thru September 2017. It is the bidder's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
