Description
ALAMOGORDO FLOOD CONTROL PROJECT, MCKINLEY CHANNEL, PHASE VIII, OTERO COUNTY, NEW MEXICO The proposed procurement is a Small Business Set-Aside, Best Value, Lowest Price Technically Acceptable (LPTA), Request for Proposal (RFP), and thus open to small businesses only. NAICS is 237990, with a size standard of $36,500,000.00. The magnitude of construction for this project will be between $10,000,000.00 and $25,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 27 July 2017, with proposals due on or about 28 August 2017. Offerors are advised that this requirement may be delayed, canceled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of approximately 2000 linear feet of reinforced concrete lined channel or concrete box culvert for the existing McKinley Channel. The first portion of project begins at the intersection of McKinley Channel and First Street and proceeds upstream for approximately 1000 feet. The final portion of the project begins at the intersection of McKinley Channel and Scenic Drive and proceed upstream approximately 1000 feet terminating with a proposed debris catch basin. Along the way, the channel configuration transitions between trapezoidal to rectangular sections. The channel includes splitter walls and access ramps. The purpose of the McKinley Channel is to route flood flows from McKinley Canyon through the developed areas of the City of Alamogordo to be delivered to drainage west of the city. This is an active channel within residential areas and associated confined work spaces. In addition, the contract includes the necessary utility relocations needed for the construction of the channel. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
