Description
SOURCES SOUGHT NOTICE This is a SOURCES SOUGHT NOTICE ONLY. This is NOT a solicitation for proposals or quotes and does not obligate the Government to award a contract. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Proposal (RFQ) at this time. Responses to this Notice must be in writing. The purpose of this Sources Sought Notice is to conduct market research to determine, in particular, the capability of Small Business firms to provide the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) phone, fax and email; (e ) DUNS Number; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement as well as your existing customers and (i) any GSA Schedule numbers and expiration dates. VA will accept responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these services. Pittsburgh VA Medical Center has a requirement for Inhaled Nitric Oxide (iNO). iNO is a potent vasodilator primarily used in the Critical Care Service Line for treatment of Pulmonary Hypertension. iNO has shown to improve cardiac perfusion and improve outcomes when administered through a ventilator to patients undergoing high risk coronary artery bypass grafting (CABG) and liver transplants. VA Pittsburgh is one of the few transplant facilities in the VHA. Use of iNO is initiated on the patient during surgery and is continued in the Intensive Care Unit. The services shall include the following: INO Therapy consists of: (a) the pharmaceutical drug INOmax ® (nitric oxide) for inhalation ( INOmax ); (b) a delivery device meeting the criteria for the administration of INOmax set forth in the product label for INOmax (the Delivery Device ); (c) various maintenance and calibration items, accessories, and disposables, and (d) training, support, maintenance, pick-up and delivery, and other services, all as described in further detail below ((a) through (d) collectively, INOtherapy ). INOmax (nitric oxide) for inhalation portable aluminum cylinders: 64693-002-02 Size 88, 1963 liters @ STP of nitric oxide gas, 800ppm concentration 64693-001-02 Size 88, 1963 liters @ STP of nitric oxide gas, 100ppm concentration 64693-002-01 Size D, 353 liters @ STP of nitric oxide gas, 800ppm concentration 64693-001-01 Size D, 353 liters @ STP of nitric oxide gas, 100ppm concentration Use of Delivery Device meeting the criteria for the administration of INOmax set forth in the product label for INOmax INOcal purified calibration gases for calibrating the Delivery Device(s) Disposables, Adaptors, Parts, and Accessories Training & In Service 24/7 Technical & Customer Support Test Gas Program & Monthly System Check-Out Kits Routine Preventive Maintenance and Updates for Delivery Devices Replacement/Repair of Delivery Devices on an as needed basis Routine scheduled pick-ups and deliveries to provide Customer with appropriate levels of cylinders of INOmax and related supplies and disposable items Emergency Deliveries INOtherapy Systems (including Delivery Device(s), cylinders, calibration gas, disposables, etc.) on an as needed basis Reimbursement Support Services The NAICS Code for the expected acquisition is 325411, with a Size Standard of 1,000 employees and the PSC Code is 6505. Any subsequent procurement will be conducted as a commercial item purchase in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. After review of the responses received, the Government may issue a pre-solicitation synopsis and solicitation in Federal Business Opportunities. No proprietary, sensitive, confidential or classified information shall be included with your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
