Description

This synopsis precedes the issuance of a Request for Proposal (RFP) VA244-17-R-0235 for Community Based Outpatient Clinic (CBOC) services. VA Pittsburgh Healthcare System, also known as the parent facility, requires CBOC services providing Primary Care in a private hospital, office or clinic environment to Veterans, primarily residing in Westmoreland County. The subsequent contract will be performed for the Department of Veterans Affairs, VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. As a result of the solicitation, the Government intends to award one (1) Indefinite-Delivery, Indefinite-Quantity, (IDIQ) Contract, made to one offeror who can successfully place a competitive proposal to operate a CBOC in the desired location. This solicitation will not be set aside due to a lack of small businesses currently operating within the industry. This does not preclude the Government from awarding to a small business. If the potential awardee is a Services Disabled Veteran Owned Small Business or Veteran Owned Small Business, the contractor must be registered in the US Department of Veterans Affairs Vet Biz Database to be eligible for Veteran owned preference. Registration may be accomplished at http://www.vip.vetbiz.gov/. Additionally, Service Disabled Veteran owned and Veteran owned contractors must be registered with Vets 100 at http://vets.dol.gov/vets100/. All Contractors must be registered in System for Award Management at www.sam.gov to be eligible for award and complete their online Representations and Certifications at www.sam.gov. The applicable NAICS code is 621498 with a size standard of $20.5 million in average annual receipts. Award will be made to the offeror whose proposal is responsive and conforming to the RFP, and are also determined to be most advantageous to the Government. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Proposals will be evaluated on Technical Capability, Past Performance, Socio-Economic Program Participation, and Price Evaluation of the offeror s response to the solicitation. Prospective offerors must submit their proposals broken down into 4 volumes labeled as such: Technical Capability, Past Performance, Socio-Economic Program Participation, and Price to be considered for award. A preproposal conference (Date and Time to be released in Section E of the Solicitation) will be held in the Acquisition Conference Room 2A-255, Bldg. 70 at the VA Pittsburgh Healthcare System, 1010 Delafield Road, Pittsburgh, PA 15215. Please register for this pre-proposal conference by sending an email to bruce.jackson5@va.gov with your company s name and who will be attending. Questions or concerns about this solicitation will need to be submitted prior to the preproposal conference so these items can be researched and addressed for the Conference. All answers will be provided in writing as an amendment and posted to Federal Business Opportunities website within three business days after the pre-proposal conference.
