Description
PARTIAL - STATEMENT OF WORK See (VA245-17-Q-0200_1) for actual / full solicitation. 1.0 SCOPE To ensure environmental compliance and effectively manage the types of waste streams described above, VAMHCS is seeking environmental technical services as well as equipment and supplies to identify, manage, remove, and dispose of hazardous, universal, and special solid waste streams not currently managed by our Environmental Management Service (such as oil-contaminated soil; oil-spill clean-up debris, abandoned chemicals; etc.) as well as provide associated hazardous waste characterization and emergency response to all VAMHCS facilities(including Community Based Outpatient Clinics). Hazardous waste characterization, management, removal, transportation, final disposal and associated emergency response shall be completed in accordance with the 40 Code of Federal Regulations (CFR) Part 260-299, 49 CFR part 172, Occupational Safety and Health Administration (OSHA) regulations 29 CFR 1910.120(p)(8) and 1910.120(q), and applicable state regulatory agencies, Joint Commission Standards, and industry best management practices based on recommendations and published guidelines from the Environmental Protection Agency (EPA) and National Institute of Occupational Safety and Health (NIOSH). The contractor shall provide the following requirements: Waste identification, Waste Characterization (to include sampling and testing in accordance with appropriate test methods such as EPA SW-846 and/or other legally-required test methods) VAMHCS Pharmacy RCRA Characterization Waste profiles, Waste management and Waste removal (from over 89 Satellite Accumulation Areas and 41 Universal Waste Accumulation areas within the facilities as well as from the RCRA less than 90 day hazardous waste storage areas from the facilities), Lab-pack service Recordkeeping/Reports and Technical Assistance: applicable hazardous waste reports such as Resource Conservation and Recovery Act (RCRA) Biennial Reports (and associated information) Waste Transportation (Prime Contractor must have MD state Hazardous and Universal Waste hauler licenses) Final waste disposal Emergency spill response. The contractor shall provide annual DOT RCRA training to a maximum of six (6) employees for a total of 1 session per year and 6 employees. The contractor shall identify strategies and options to reduce the waste streams identified by an agreed-upon percentage each year. The contractor should incorporate reduction through recycling, redistributing, recovery, purchasing alternatives, and any additional innovative techniques. Provide cost/schedule of items requested in Attachment 1. The items outlined in the list above will be required for the following: Hazardous wastes, Hazardous Pharmaceutical wastes, Radiological wastes, Mixed radioactive and hazardous wastes (hereafter referenced as mixed waste ), Universal wastes, Dental amalgam and trap recycling containing biohazardous and amalgam waste. Lead Apron recycling and/or other metal recycling waste Special non-hazardous solid waste streams not currently managed by our Environmental Management Service (such as oil-contaminated soil; oil-spill clean-up debris, outdated or abandoned chemicals; etc.) VAMHCS locations include: Two (2) VA Medical Centers (1.Baltimore VA Medical Center and 2.Perry Point VA Medical Center), and One (1) Loch Raven VA Community Living and Rehabilitation Center Campus and Six (6) Community Based Outreach Clinics (CBOCs) located within the VA Maryland Health Care System (VAMHCS). See Section C.2 for a list of VAMHCS facilities and corresponding addresses
