Description
The Contractor shall furnish all labor, equipment, devices, and materials and perform all work required to repair power distribution in Building 101. The work to be performed includes the following principal features: 1. Install a new 13.2 KV primary service entrance from the existing 13.2KV primary underground distribution system owned by Griffiss Utility Services Corporation through the use of an outdoor transformer thereby feeding 480/277 volts to the building. 2. Remove all abandoned panelboards within the AFRL hangar area and remove any panelboards and branch circuits serving other areas of the building not associated with the AFRL hangar. 3. Remove any feeders that originate in any other part of the building that feeds equipment located in AFRL hangar area 4. Upgrade the antiquated bus duct which is no longer manufactured and replacement parts unattainable for. This acquisition will be a 100% Small Business Set-Aside IAW FAR 19.5. The applicable NAICS code is 238210 with an associated small business size standard of $15,000,000 average annual revenue. The estimated magnitude of construction is between $1,000,000 and $5,000,000. Questions and comments are welcome and must be sent to the Contract Specialist Brooke Hoffman at Brooke.Hoffman@us.af.mil The Invitation for Bid (IFB) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-17-B005 on or about 10 August 2017. Bids will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the IFB. The date will be finalized when the IFB is posted. The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). Competing bidder's bids shall be ranked according to price. Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB. Bids will be accepted on an all or none basis only. Partial bids will not be accepted. Successful bidders will be selected based upon the lowest total evaluated price (TEP) Interested vendors may register their contact information at the Federal Business Opportunities website under this notice. The list will be available online and is to facilitate subcontracting and teaming opportunities. NOTE: In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM)- www.SAM.gov. Bidders must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil. All responsible sources may submit a bid which shall be considered by the agency.
