- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is RileyCGMCGALS0001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 311119 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-07-31 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be in the Statement of Work. The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: 85 tons of Brome Hay baled in large square bales with approximate dimensions of 36 x 36 x 96 inches. Specifications as follows: a. It is the contractor's responsibility to unload all hay delivered to the CGMCG hay barns. b. Hay shall be baled in rectangular/square bales. The weight per bale shall be 750-800 pounds. Dimension will be approximately 36 x 36 x 96 inches. Hay shall be cut at a length and bound tight enough with baling wire or baling string to keep from falling apart or splitting open during transporting and off-loading, or when fed to animals. c. The Brome Hay provided under this contract shall not contain any native or foreign grasses mixed in such as Mexia, Kline grass, Sudan, Johnson grass, Bluestem, Dallas grass, or Alfalfa. No supplement hay shall be provided (such as Tifton grass). Additionally, the hay must meet the USDA physical description of Good quality hay: Early to average maturity, i.e. early head in grass hays, leafy, fine to medium stemmed, free of damage other than slight discoloration. d. Hay provided shall maintain a minimum of 6.75% or higher protein level, and be free of toxic substances (to include mold, fungus, insects, fertilizers and pesticide, insecticide or herbicide toxins). e. Hay must contain at least 47% total digestible nutrient. f. Hay bust be at least 92.5% dry matter. g. Hay shall contain less than 5% per bale extraneous weed (grass burrs, nettles, goat heads, etc.). Absolutely no trash is allowed, such as baling wire or road side trash, or anything not edible for horses or mules. h. Hay will be delivered with independent laboratory testing of moisture content, crude protein content, and total digestible nutrients. Sample testing will be within 30 days of delivery. Samples will be retested by the CGMCG at random to ensure that the specifications are met upon receipt of delivery. i. Hay shall be from the current year cutting. j. Any hay putting off a moldy smell or appearing moist/wet from condensation, will be cause for rejection. k. Hay shall not be excessively dried out or sun-cured. l. As required, Contractor shall cover the hay to protect the load from exhaust, road residue, and inclement weather. m. The CGMCG, or its representatives, reserves the right to reject any shipment that does not meet the specifications outlined in this document. No palletization necessary. Shipping and delivery must be included in price., 85, Tons; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
