Description
The General Services Administration (GSA) is a mandatory source for vehicles under the Federal Property Management Regulation (FPMR) 10126.501. GSA Automotive purchases an estimated 40,000 new model year nontactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. GSA will issue a Request for Proposal (RFP) for Medium/Heavy Transit Buses (Diesel, CNG, and Diesel-Hybrid) to be built in accordance with Purchase Description Specifications. Prospective offerors must meet the minimum requirements as cited in these specifications to be considered. The contract type contemplated is a Firm Fixed Price with Economic Price Adjustment, Indefinite Delivery/Indefinite Quantity (FFPEPA/IDIQ) contract(s). The anticipated period of performance is a base period from approximately December, 2017 through September 30, 2018 with four (4), one (1) year option periods aligned to FY19, FY20, FY21, and FY22. This acquisition will not be set aside for Small Business concerns; however, all qualified Small Business concerns will be encouraged to submit offers. This acquisition will be classified under NAICS codes 336211 Motor Vehicle Body Manufacturing. The Small Business Size Standards can be found at http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf The anticipated evaluation factors are: Technical Capability, Management Capability, Past Performance, and Price. Prospective Offerors: 1. Prospective offerors are required to obtain a user name/password and indicate interested. A user name and password is obtained by submitting the solicitation number, company's name, valid makes/models for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. Please provide the DUNS number, address, business size, user's name, telephone number, fax, email, and vehicle makes/models that will be offered to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective offerors until the solicitation is issued. For additional information please see the attached "AutoBid Vendor Instructions." The finalized Purchase Description Specifications will be included with the solicitation issuance. 2. AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3. Valid and current registration in the System for Award Management (SAM) system is required. Please visit www.sam.gov for more information. 4. The anticipated issue date of the solicitation is July 31, 2017. AutoBid will not be open until the solicitation is issued. 5. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. We encourage interested firms to register on the Interested Vendors List in FedBizOpps (FBO) under the solicitation number. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the FBO website.
