NextSTEP-2 Appendix B: In-Space Manufacturing (ISM) Multi-material Fabrication Laboratory (FabLab) (Amendment 1) NOTES: (1) Proposal due date has been extended from August 2, 2017 to August 30, 2017. (2) Solicitation number has been changed from NNHZCQ001K-ISM-Fablab to NNH16ZCQ001K-ISM-Fablab. This National Aeronautics and Space Administration (NASA) Broad Agency Announcement (BAA), titled Next Space Technologies for Exploration Partnerships -2 (NextSTEP-2), solicits concept studies, basic and applied research and technology development and demonstrations in support of NASA's Advanced Exploration Systems Division (AES) within the Human Exploration and Operations Mission Directorate (HEOMD). NextSTEP-2 is an omnibus covering all aspects of basic and applied supporting research and technology for Human Space Exploration and robotic precursor activities. Research areas will be announced by issuing Appendices to this BAA, to include, but not limited to: deep space habitation system capabilities, studies to support mission architecture definition, new approaches to rapidly develop prototype systems, demonstration of key capabilities, validation of operational concepts for future human missions beyond low-Earth orbit, and end-to-end design, development, test, and in-space evaluation of future flight systems. The intent is that awards resulting from this BAA will enable public-private partnerships for robust exploration and implementation of opportunities managed by AES. This omnibus is updated to Amendment 3 to extend the effectivity to December 2018. This release of the NextSTEP-2 BAA includes Appendix B: In-Space Manufacturing (ISM) Multi-material Fabrication Laboratory (FabLab). Sustainable, long-duration human spaceflight missions require on-demand manufacturing capabilities that will provide solutions for fabrication and repair of multi-material components, consumables, tools, and structures. The ability to produce parts and components on-demand during missions has the potential to significantly reduce mission logistics mass, increase reliability, mitigate risk, and enable novel capabilities by taking advantage of the unique and unforeseen opportunities created by in-space manufacturing. On-demand manufacturing capabilities will be a critical component of the Exploration architecture, and NASA has demonstrated that on-demand manufacturing can be performed in microgravity. Key technical challenges to make in-space manufacturing part of routine operations include the ability to manufacture components of various geometries with materials that meet the standards for use in space. To that end and to engage Private Industry, NASA is soliciting proposals for the development of an integrated, multi-material fabrication laboratory (FabLab) capable of end-to-end manufacturing during space missions. The ISM FabLab will be demonstrated on the International Space Station (ISS). This ISM FabLab will be the first step toward development and testing of a fully-integrated, on-demand manufacturing capability that is able to produce finished, ready-to-use products for Exploration Missions. NASA's strategy is to implement a phased approach of incrementally increasing capabilities toward fulfilling the durations and missions required for missions in cis-lunar space and beyond. This BAA process will follow its own three-phased approach. The objective of the first phase, Phase A, is to demonstrate a scalable ground-based prototype of an ISM FabLab system in order for NASA to better assess and facilitate development of this technology. In addition, a limited number of the awarded ground prototype development units may be requested for government testing to validate or capture lessons learned in form, fit, and functionality of the prototypes and interfaces. All proposers should include the option for this additional NASA on-site testing. It is anticipated that the development of the desired capabilities within a singular facility will require the integration of multiple enabling technologies. Thus, partnering between industries with complementary technologies, as well as with academic research units, will result in the most competitive proposals and is strongly encouraged. This appendix is currently only requesting proposals for the Phase A ground based demonstrations with a measurable ability to mature into flight demonstrations on the ISS within three years. Future follow-on BAAs may be utilized to further evolve the ISS demonstration into next generation Fabrication Laboratory systems for Deep Space systems and Earth Independent systems. The specific details of Phases B (pre-flight technology maturation) and C (ISS flight demonstration) and the path(s) needed will be released under those follow-on BAAs or other acquisition vehicles. Appendix B proposals require a minimum cost sharing threshold for eligibility which includes both direct contributions during the period of performance and may include limited prior industry investment. Eligible applicants from U.S. companies, universities, and non-profit organizations must submit proposals electronically by 5 p.m. EDT August 30, 2017. Note that the original proposal deadline of August 2, 2017, has been extended by four weeks to August 30, 2017, to allow potential offerors more time to develop teaming arrangements. It is expected that this extension will allow the development of higher quality proposals, especially for those offerors that require technical and business planning across multiple team members. The solicitation number has also been updated to conform to NASA FAR Supplement guidance, and the correct NextSTEP BAA Umbrella numbering. Notices of intent are appreciated by 5 p.m. EDT June 16, 2017. Proposers will have a chance to ask questions about this particular solicitation during an industry forum on May 23. Additional inquiries must be submitted in writing by June 2, 2017 as directed in the solicitation. Additional submission information, participant eligibility, additional proposal guidance information and specific evaluation criteria for the solicitation are identified in the BAA and Appendix.
