Description
Attachment 1 - Price Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. No written solicitation will be issued. The National Institute of Health, Clinical Center (CC) intends to award a IDIQ contract to The Binding Site, Inc., San Diego, CA 92121 on a sole source basis to procure a instrumentation package which includes the following: a) Optilite® fully-automated special protein analyze equipment lease (free rental); b) Reagents (at cost per consumption) and quality controls; c) Maintenance & service warranty to include parts, operational hardware, software upgrade/updates, and user training. The Binding Site is the only vendor/manufacturer that can provide the full test menu required, which includes both the Free Light Chain assay and the CH50 assay, as well as other special proteins needed for patient care testing in the Special Chemistry Service of the Department of Laboratory Medicine. The necessary essays will be utilized for monitoring Clinical Center patients with B cell malignancies. The comprehensive system of the instrument and reagents are necessary to produce complete testing results, without the "PROPRIETARY" reagents patients in the Clinical Center cannot receive the cell therapy care necessary for their treatment per protocols at NIH. Any deviation from the protocol must be reported to the FDA for non-compliance. Department of Laboratory Medicine (DLM) will telephone or e-mail request for reagents and supplies on a needed basis. Period of Performance shall be for a base year of twelve (12) months from date of award with four (4) one (1) year option periods. The estimated product list and quantity is attached to this notice and titled - Attachment 1 - Price Schedule 17-009510. The exact quantity of products cannot be estimated at the time of award. The government reserves the right to increase quantities pursuant to FAR 52.217-6, Option to Extend Services FAR 52.217-8 and Option to Extend the Term of the Contract FAR 52.217-9. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i) soliciting from a single source. The North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This procurement is unrestricted and all eligible offerors are encouraged to submit quotes. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract registered in the record must be complete and not missing elements such as representations and certifications. Each response should include the following Business Information: a. DUNS number and tax identification number. b. Company Name, address, POC, Phone and Email address c. Current GSA Schedules or NAICS codes appropriate to this Award.
