Description

NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 4, 323 North Shore Drive, Suite 400, Pittsburgh, PA 15212, intends to award a sole source Firm-Fixed-Price Contract to CM3 Building Solutions, Inc., for the provision of Building Automation System (BAS) Network Controller Upgrade at the Corporeal Michael J. Crescenz VA Medical Center (VAMC) located in Philadelphia, PA. The proposed contract action will include 2 tasks: 1) provide labor and material necessary to Migrate existing discontinued Barber Colman Network 8000 control system including Global control Modules GMC, network controller and Micro-zone, air handling units to new existing CM3 I/A series in Building 2 BAS Upgrade; and 2) Provide labor and material necessary for Migrate existing discontinued Barber Colman Network 8000 control system including Global control Modules GMC, network controller and Micro-zone, air handling units to new existing CM3 I/A series for Building 31 BAS Upgrade Communication Network. This contract action is for services for which the Government intends to negotiate with only one source under the procedures in FAR 13.5 used in accordance with 41 U.S.C. 1901. Interested parties may identify their interest and capability to respond to the requirement or submit quotes. The North American Industry Classification System (NAICS) for this requirement is 238220 with a small business size standard of $15M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 4:00 P.M., EST, on Friday, July 28, 2017, in order to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
