- THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers ("agency") intends to call for, on a sole source basis, a brand name requirement for the manufacturer Presby Environmental, Inc. for the use of its product related to the upgrade of two existing septic systems located at Training Area 9A on U.S. Army Garrison (USAG) Fort Devens' South Post in Devens, Massachusetts. The procurement number is W912WJ-17-B-0011. The Presby Environmental's Enviro-Septic® Wastewater Treatment System is intended for the new soil absorption areas to treat and dispose of sewage in excess of 2,000 gallons per day without the use of pressure distribution systems in accordance with Massachusetts Department of Environmental Protection's (MassDEP's) Standard Conditions for Alternative Soil Absorption Systems with General Use Certification and/or Approved for Remedial Use (revised February 3, 2016). All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other equivalent systems that can meet the requirements identified above. The agency is not obligated to, and will not pay for, any information received from potential sources as a result of this notice of intent. All responses received within 10 days of the posting of this notice will be considered by the agency. A determination by the agency to require this brand name system based upon responses to this notice is solely within the discretion of the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
