- AT Guide AT Contractor Trifold Past Performance Cover Letter GFP Listing Security Appendix PWS FA448417R0018 Expeditionary Operations School Logistics Support Solicitation QASP Past Performance Questionaire Wage Determinations Description: This is a reissue of Solicitation FA4484-17-R-0008 under Solicitation FA448417R0018. The PWS has been changed with some minor revisions. The contractor shall provide all personnel, training, equipment, tools, materials, supervision and all other items, unless specified as government furnished, to manage and perform key logistical aspects and maintenance in support of the United States Air Force Expeditionary Operations School (USAFEOS) located on Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey. Services include logistical support of Fieldcraft training courses, preparation of mock village, host nation, forward node, cadre facility and bed down sites. The contractor will also be responsible for transporting personnel and equipment, marshaling equipment, shipping and receiving equipment, loading and offloading equipment, preventative maintenance, and technical order compliance. Limited 24 hour operations are possible. The COR will periodically evaluate the contractor's performance in accordance with the contract Quality Assurance Surveillance Plan (QASP). The COR will evaluate the contractors' performance through intermittent on-site inspections of the contractor's quality control plan, complaints from customers, periodic on site checklist inspections, visual inspections, work order inspections and physical evaluations of reports required. The contractor shall comply with applicable federal, state, and local laws and commercial standards. This is a commercial acquisition. This notice is a request for proposal and is issued as a 100% Service-Disabled Veteran Owned Small Business Set-aside under the Standard Industrial Classification code R706, NAICS code 541614 and the related small business size standard $15 million. The contract will be a Firm Fixed Priced requirements contract. The proposed performance period is a base period from 1 Year from date of Contract Award and four (4) one-year option periods. All potential sources must obtain a Data Universal Numbering System (DUNS) number and register in the System for Award Management (SAM) in order to transact business with the Department of Defense (DoD). Failure to obtain a DUNS number and register in the SAM may result in the delay of award of contract or possible award to the next otherwise successful offeror who is registered in the SAM at the time of award. Solicitation will be issued on or about 21 July 2017. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the Government Point of Entry (GPE website) at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the GPE website to: USAF Offices, Air Mobility Command, 87 CONS. Paper copies will not be made available. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments to this solicitation. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE code). All responsible sources may submit a proposal, which will be considered by the agency. The 87th Contracting Squadron has a requirement for non-personal services for Expeditionary Operations School (EOS) Logistics Support at Joint Base McGuire-Dix-Lakehurst NJ. A Pre-Proposal Site Visit will be held on 03 Aug 2017 at 10:00 AM Eastern Standard Time.
