- SYNOPSIS: Notice of Intent The U.S. Government currently leases 9,644 net usable square feet (NUSF) of office space at 210 Black Gold Blvd., Hazard, KY 41701 under Lease Number VA249-R-0149. The Community Clinic provides support to the veterans in the Hazard, KY catchment area and allows the veterans to receive treatment. To ensure continuity of tenancy, prevent disruption of, and to facilitate the provision of timely support to its veterans, the Department of Veterans Affairs, Lexington, KY intends to issue a Succeeding Lease to the current Lessor, Appalachian Regional Healthcare, Inc. This procurement is being conducted in accordance with FAR 6.302-1 (authority 41 U.S.C. 253(c)) (1) only one responsible source and no other supplies or services will satisfy agency requirements. NAICS 531220, size standard $27.5M applies to this procurement. Appalachian Regional Healthcare, Inc. is qualified and eligible to receive an award under all applicable laws and regulations and can comply with the required performance schedule taking into consideration all existing commercial and Government business commitments, has a satisfactory record of integrity and business ethics, and has the necessary organization, experience, accounting, and operational controls applicable to services to be performed. The Agency s requirements have not changed significantly and the existing location fully meets requirements. Appalachian Regional Healthcare, Inc. has maintained the property to Government standards and has shown outstanding responsiveness to situations beyond their control. A Succeeding Lease with the present lessor will also result in the avoidance of a substantial duplication of cost to the Government to include moving costs that cannot reasonably be expected to be recovered through competition. This Notice of Intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, if any firm believes that it can meet the requirement, they may give written notice to the contracting officer within seven (7) calendar days from the date of publication of this synopsis. At a minimum, supporting evidence must include: (1) Address of site, (2) Owner/POC information to include address, phone number, fax number, and email address, (3) Occupancy availability, (4) Amount of NUSF, (5) Amount of parking available on-site, (6) Proposed lease amount, and (7) Must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no responses received by 3:00PM CT on August 18, 2017, the Department of Veterans Affairs will proceed to sole source this requirement to Appalachian Regional Healthcare, Inc. The Government is limited by law (40USC 278a, as Amended (10-1-81) to pay no more than the appraised fair rental value for space.
