- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E134, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI) and Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis access to the UK National Cancer Data Registry (NCDR) managed by Clinical Practice Research Datalink (CPRD), Department of Health Medicines & Healthcare Products Regulatory Agency, 151 Buckingham Palace Road, London, SW1W 9SZ, UK. This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1) and is exempt from the requirements of FAR part 6. The North American Industry Classification System Code is 519130 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price, Indefinite Delivery, Indefinite Quantity type contract with a 12 month base plus four 12 month option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. CPRD is the world's largest longitudinal database of primary care medical records containing 13 million individuals (5 million of them are active patients), contributing 1.5 billion clinical records, and more than 1 billion therapy records. The age, gender, and death rate distribution of the CPRD population is similar to that of the UK general population, minimizing selection bias and maximizing results' generalizability. In contrast to other available large registry databases, the collected information in CPRD was not intended for medical billing purposes but for detailed clinical epidemiological investigation. Specifically, CPRD data contain clinical diagnoses, results of diagnostic testing, specialist referrals, prescription information, and lifestyle factors. Additional information can be collected through physician questionnaires. The data is currently linkable to other population-based registries, including the National Cancer Intelligence Network, the UK Hospital Episode Statistics, Myocardial Ischemia National Audit Data, and Patient and Practice-based Deprivation Data. The database will serve the scientific needs of several investigators across DCEG in conducting cancer epidemiology research. In an attempt to compare available resources that may serve DCEG investigator interest, The Cancer Control and Population Sciences website provides a description of a list of US-based and international healthcare database; some of them are already available to the NCI. In comparing the databases, it showed that the Department of Health provides the largest longitudinal primary care medical records with some unique features including complete prescription records, available laboratory test results and lifestyle factors. Additional research by NCI investigators has identified Department of Health as a widely used resource by academic institutes, pharmaceutical companies, and regulatory agencies in the UK and the US. Thus, the proposed Contractor provides a unique resource that meets the scientific requirement for DCEG research needs. NCI knows of no other vendor that can provide the services that meet all of the requirements as specified above. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 5:00 PM EST, on July 24, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
