Sources Sought Notice Eye Tracking Equipment South Texas Veterans Health Care System GENERAL: Polytrauma Inpatient and Low Vision Optometry clinics require an eye tracking system to objectively assess visual responses for patients with limited ability to move extremities and decreased cognitive abilities. SPECIFICATIONS: This system includes eye tracker hardware with software to be utilized for objective assessment of patients' eye fixation and visual pursuit abilities. Outcome data to assess patient progress within the Emerging Consciousness Program requires objective data to determine a patient s response to commands, and later responses to yes/no questions. This equipment will allow for patients to follow directions and answer objectively utilizing only their eyes to communicate. Machine shall not store patient information. SERVICE: Description of work: Vendor shall install all necessary items at to Polytrauma Building 6 Audie L. Murphy VA Hospital, 7400 Merton Minter Road, San Antonio, Texas 78229. Additionally, vendor will provide staff with training on new equipment. Vendor will coordinate (COR) and biomed department to schedule, deliver and install quoted equipment. This equipment will be configured to operate in stand-alone mode with no connection to the internet or VA networks. Hours of Performance: Delivery/installation to occur between 8am and 4pm during non-Federal Holidays. Check in Requirements: N/A Period of Performance: 30 Days ARO Place of Performance: Item will be used in the Polytrauma Building 6 Audie L. Murphy VA Hospital, 7400 Merton Minter Road, San Antonio, Texas 78229. Contracting Officer Technical Representatives: Prior to contract award, the Contracting Officer shall coordinate with COR the acceptability of the items to ensure that they meet agency requirements. Once a selection has been made, the COR will ensure acceptable delivery and receipt of the time. RESTRICTIONS: Information technology security requirements: The item will only be delivered to ALM Hospital by the representatives of the Vendor. No use of VA information systems will take place. Information Systems Officer, Information Protection: The contractor will NOT have access to VA Desktop computers and will NOT have access to online resources belonging to the government while conducting services. Privacy Officer: The Contractor will NOT have access to protected Patient Health Information (PHI) and will NOT have capability of accessing patient information during the services provided to the VA. If removal of equipment from the VA is required, any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analysis is de-identified. Records Manager Restrictions: There will be no federal records created, maintained, used or dispositioned with this contract; regardless of format (paper, electronic, etc.) or mode of transmission (e-mail, fax, etc.). Safety Requirements: In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer shall notify the Contractor of any safety issues and the action necessary to correct these issues. Such notice, when served to the Contractor or his representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work, and hold the Contractor in default.
