- Sole Source Justification Notice of intent to award a sole source contract The proposed contract action is for an acquisition for which the Defense Distribution Center, New Cumberland, PA intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 for Sealed Air Packaging Material Components. These materials are manufactured and distributed solely by Sealed Air Corporation. Sealed Air Corporation is the only source that can provide these materials due to the proprietary nature of the Sealed Air Packaging Equipment in which these materials are utilized. Any attempt to develop an alternate source to provide these materials, if possible, would result in a substantial cost to the Government. Accordingly, the Government intends to award a sole source, firm fixed price purchase order (FFP) utilizing FAR Part 13 to Sealed Air Corporation for the following items. ITEM 0001 - 7 Drums of Sealer Air Instapak Foam AMIL-055 Part A ITEM 0002 - 7 Drums of Sealed Air Instapak Foam B75WB-055 Part B Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The delivery date will be 30 days after receipt of the order. The North American Industry Classification System (NAICS) code for this effort is 326150 with a small business size standard of 750 employees. All responsible sources may respond by submitting qualifications/capabilities of the company to provide the Sealed Air products by 4:00 PM EDT, FRIDAY AUGUST 4, 2017 to Carl Devitz, Acquisition Operations, DDC J7-AB, 430 MIFFLIN AVENUE SUITE 3102A, New Cumberland, PA 17070, Phone: 717-770-2891, or e-mail: carl.devitz@dla.mil for consideration by the agency. If no affirmative responses are received by 4:00 PM EDT, FRIDAY AUGUST 4, 2017 to determine whether a qualified source is more advantageous to the Government, a purchase order will be negotiated and awarded to Sealed Air Corporation.
