- PRE-SOLICITATION NOTICE The Contracting Directorate of the U.S. Army Corps of Engineers (USACE) Transatlantic Afghanistan (TAA) District intends to issue a Request for Proposal (RFP) for a design-build construction project for Camp Commando, Afghanistan. The project will include geotechnical investigation and the design and construction of various structures and systems, such as water system, sanitary sewer system, power plant addition, a dining facility, latrine facilities, barracks, classroom buildings and road pavements. Estimated construction magnitude: between $5 million and $10 million. This will be a full and open, two-phase design-build, source selection procurement. The solicitation for Phase 1 will be uploaded to FedBizOpps on or about 22 July 2017. There will be 2 technical evaluation factors for Phase 1: Factor 1 - Key Personnel and Factor 2 - Technical Experience & Qualification. Offerors will be required to submit their proposal in response to the Phase 1 solicitation 10 days after RFP issuance. Phase 1 proposals will be rated using a Pass / Fail rating system. Offerors who advance to Phase 2 will receive an amendment to the solicitation, which will contain the Price (Bid) Schedule, submittal requirements for 2 technical evaluation factors and the plans and specifications package for the project. Phase 2 proposals will be evaluated using tradeoff source selection procedures in FAR 15. Phase 2 offerors will have 30 days from date of amendment issuance, to submit their Phase 2 proposals. The RFP number for this project requirement is W5J9JE-17-R-0014.
