Description
Combined synopsis /solicitation for commercial items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA258-17-Q-0420 and is issued as an invitation request for quotation (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95 01/19/2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113-Firefighting suits and accessories manufacturing with a small business size standard of 1250 employees. This requirement is for a Service Disabled Veteran Owned/Veteran Owned set-aside and only qualified offerors may submit bids. The solicitation pricing on posting should be consistent with the attached price cost schedule. The following NAICS will also be considered for this solicitation: 334516 - Analytical laboratory instrument manufacturing 334517 - Irradiation apparatus manufacturing 339112 - Surgical and medical instrument manufacturing 446199 - All other health and personal care stores 811219 - Other electronic and precision equipment repair and maintenance 334510 - Electromedical and Electrotherapeutic Apparatus Manufacturing; The date this solicitation is posted and will end on (close date) 16:00:00.0 Eastern Time or as otherwise displayed at www.FBO.gov. Bid packages shall be e-mailed to derrick.fletcher@va.gov before the solicitation close date and time. Include a copy of your VIP Verified Businesses certificate as listed on https://www.vip.vetbiz.gov/ The order of selection and priority will be SDVOSB, VOSB and other Small Businesses. Failure to present VIP Verified Businesses certificate with RFQ package will be cause to declare bidders technically unacceptable. The Department of Veteran Affairs, VHA requires the following items, Purchase Description Determined by Line Item, to the following: SOW/Price Cost schedule Butyl Hoods The Sentinel XL CBRN system is specifically designed for the emergency preparedness decon team wearers. As a NIOSH approved loose fitting CBRN PAPR it's specifically been tested to withstand the harshest threat. This PAPR is designed to meet the needs of first receivers and other first responders. The unit incorporates a unique lay flat butyl hood designed to stow neatly in a NIOSH approved backpack. Functional The system is NIOSH approved. It is a belt mounted configuration. The blower delivers high flow rates and incorporates a low voltage alarm/light to alert the user when approximately 30 minutes of acceptable battery performance remains. High performance features include: Unique lay flat butyl hood design Cap 2 NIOSH-approved loose fitting CBRN PAPR System is convertible to infectious disease applications through change of hood/hose and filters Low voltage alarm flashing LED and continuous beep alert wearer NiMH batteries eliminate memory effect associates with NiCd batteries Field replaceable antimicrobial head strap Optional NIOSH approved backpack configuration allows for hands free deployment Rugged dual chamber blower design for increased durability Latex Free Performance The hood is equipped with a large visor, allowing for an undisturbed field of vision, and adjustable head harness that fits all head sizes, a double skirt, and an integrated breathing hose that connects the hood to the blower unit. They Butyl Hood Assembly is packed and stored in a flat configuration to save storage space. Adjusting the head harness to the wearer s head circumference creates the three dimensional structure. The blower is comprised of an electrical motor that drives an air blower. An on/off switch is located on top of the blower. A red LED near the on/off switch at the top indicates when the blower is on. There is one male thread at the blower top to connect the breathing hose. There are three female threaded inlets with rubber gaskets at the blower sides and bottom to connect three cartridges. The blower is equipped with a self-test mechanism. Upon starting the blower, the red LED shall blink once or twice, a buzzer shall sound one or two short beets, followed by continuous LED light and no sound. The blower is equipped with an audio-visual low voltage alarm, indicating that battery voltage is decreasing. The battery pack is integrated to the blower assembly by a snap fastener at the blower assemblies aft side, which faces the user s body. Flow meter Assembly shall be used to check the ability of the blower to provide sufficient air flow to the Butyl Hood. Chemical Cartridge Interface: 3 each 40 mm NATO Style with seals Hood Configuration/Design: lay flat Material: Butyl coated fabric Visor: Impact resistant, optical grade polycarbonate Seams: Sewn and taped Head Strap: Cushioned 3 position adjustable Exhaust System: Single Silicone valve M40 style with plastic valve cover Sizing: Singe size Hose: Flexible, reinforced, pressure leak tested with NATO thread connection to blower Chemical Cartridge Package: Hermetically sealed, foil pouch, sealed System usage: 3 each Shelf life: 5 years Standard Waist Belt Configuration: Polypropylene webbing, adjustable, fixed mount for blower Backpack Configuration: Designed to hold blower/battery, hood, charger, hose, and 3 filters. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be freight on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
