- Solicitation J&A Schneider Systems and Westover Services J&A-Comm Scope J&A-Coremax The USPFO for Colorado is issuing an Invitation for Bid to award a single firm fixed-price contract for new construction of the Space Battalion Readiness Center (SP BN RC) located on Fort Carson, Colorado. The project includes the construction of an approximately 48,200 square feet building, miscellaneous site work, landscaping, associated utility work, sediment and erosion control, stormwater management. The project will include emergency power generator backup for the facility; energy efficient mechanical and electrical equipment with automated HVAC and HVAC controls. The building will be constructed to support a future renewable-energy source that would be installed under a separate project (rooftop solar collectors), and will be constructed to obtain LEED certified Silver Rating in accordance with USGBC LEED certification. Construction will be located on a 40 -acre Site near Barger Road and Barkeley Avenue at Ft. Carson, Colorado Springs, Colorado. Optional items of the contract include: 3097 SF of Unheated Storage Building; Concrete Pavement On The Military Organizational Vehicle (MOV) Parking Lot; Adding Spaces To The Privately Owned Vehicle Parking (POV) Lot ; Additional Trees And Shrubs; 50 Lockers; Two Motorized Gates At MOV Parking Lot; Additional 2" Asphalt Surface Course On Portions Of POV Lot; Dry Erasable Wall Covering In The 12 Team Room; Operable Partition (OP) In Classroom: MDF Wainscoting Wall Panels (WP-1); Field Installed Controls Components For The Integrated Connection To The Building Automation System Controls For H&V-1, H&V-2, CRU-1, CRU-2, CRU-3, CRU-5, AND CRU-6; Two [2] High Volume, Low Speed (HVLS) Ventilation Fans In Entry Hall The contract duration is 570 days after Notice to Proceed (NTP) and an additional 30 days for Option 1. This project is set aside 100% for Small Business. The magnitude is between $10,000,000 and $25,000,000. Sole Source items include: 1) Andover Continuum/SmartStruxture HVAC Controls. The Schneider Electric SmartStruxure and Andover Continuum Energy Management Control System (EMCS)/Building Control System 2) CoreMax. Hardware lock cores 3) CommScope (Formerly TE Connectivity). 4) American Power Conversion (APC-UPS). Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The issuing date of the solicitation is 21 July 2017. A formal site visit is scheduled for 8 August 2017. Refer to the solicitation for details pertaining the site visit. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY! Plans and Specs will be available as a "secure package". Interested vendors MUST have Export Controlled Authorization AND an MPIN in order to review the plans and specs. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN.
