source basis, under authority of FAR 13.106-1(b) (1), with Tetra-Tech, under this notice ABL-17181. The Alaska Fisheries Science Center (AFSC), National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources. The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Alaska region's marine and anadromous resources. The Alaska Fisheries Science Center (AFSC) has a requirement to renew the State of Alaska mandatory Ted Stevens Marine Research Institute (TSMRI) Facility waste water discharge permit. In 2015 NOAA TSMRI was fined over $150,000 by the Alaska Department of Environmental Conservation for not meeting the wastewater discharge requirements of Alaska Pollutant Discharge Elimination System Permit for the TSMRI. Tetra Tech was contracted to investigate and redesign the system to meet those permit requirements. As a result of the fine, the system had to be significantly altered from its original configuration in order to meet the permit requirements. Tetra Tech was responsible for the design changes and has proprietary knowledge with respect to how the system was altered. The system drawings were created and stamped by Tetra Tech Engineers, and they are the only firm familiar with the permit that the system was designed to meet. Tetra Tech is uniquely qualified to assist the TSMRI facilities program in negotiating the terms of the renewal permit. Some of the limits and tests originally required by the permit were called into question during the design phase. The permit renewal process gives us the opportunity to address those issues and possibly obtain relief from one or more of the test procedures or limits. An outside entity would not be party to the design considerations and discussions with the Alaska Department of Environmental Conservation that led to the system that is now in operation. The North American Industry Classification Systems (NAICS) Code is 541620 Environmental Consulting Services, Size Standard is $15.0 Mil. Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that Tetra-Tech can provide the assistance stated above. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by August 5, 2017, 12:00 PM Alaska Time. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. No other sources exist which could satisfy this requirement.
