Combined synopsis /solicitation for commercial items This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA258-17-Q-0343 and is issued as an invitation request for quotation (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95 01/19/2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 336999 all Other Transportation Equipment Manufacturing with a small business size standard of 1000 employees. This requirement is for a Service Disabled Veteran Owned/Veteran Owned set-aside and only qualified offerors may submit bids. The solicitation pricing on posting should be consistent with the attached price cost schedule. The following NAICS will also be considered for this solicitation: 336991 - Motorcycle, Bicycle, and Parts Manufacturing 336992 - Military Armored Vehicle, Tank, and Tank Component Manufacturing 336992 - Military Armored Vehicle, Tank, and Tank Component Manufacturing 811219 - Other electronic and precision equipment repair and maintenance The date this solicitation is posted and will end on (close date) 16:00:00.0 Eastern Time or as otherwise displayed at www.FBO.gov. Bid packages shall be e-mailed to derrick.fletcher@va.gov before the solicitation close date and time. Include a copy of your VIP Verified Businesses certificate as listed on https://www.vip.vetbiz.gov/ The order of selection and priority will be SDVOSB, VOSB and other Small Businesses. Failure to present VIP Verified Businesses certificate with RFQ package will be cause to declare bidders technically unacceptable. The Department of Veteran Affairs, VHA requires the following items, Purchase Description Determined by Line Item, to the following: SOW/Price Cost schedule All Low Speed Electric Vehicles shall meet all federal motor vehicle safety standards (FMVS) requirements for street legal use, including low-speed vehicle maximum weight capacity requirements specified as needed in this solicitation. Additionally, per National Highway Traffic Safety Administration (NHTSA) regulation, each low speed vehicle shall be equipped with: headlamps, front and rear turn signal lamps, tail lamps, stop lamps, reflex reflectors one red on each side as far to the rear as practicable, and one red on the rear, an exterior mirror mounted on the driver s side of the vehicle and either an exterior mirror mounted on the passenger s side of the vehicle or an interior mirror, a parking brake, a windshield of AS-1 or AS-5 composition, that conforms to standards. Additional equipment requirements: Heavy duty suspension system and independent front leaf spring, self-adjusting steering. Four-wheel mechanic brakes with foot-operated, multi-lock, parking brake. Ground clearance of no less than five and a half inches. Load capacities of 1500 lbs. or greater. Aircraft grade, all-aluminum, rust-proof chassis, body and bed. 6-passenger vehicle, forward-facing seating arrangement with cargo box on rear, with inclement weather canopy enclosure, extended seat belt length -- not normal length. 48-volt IQ system with diagnostic connection. 3.7HP (2.7KW) rated, peak 20 horsepower (14.9 KW). 500 amp control solid state. Direct drive double-reduction, helical gear transmission. Onboard 48-volt charger, computer-controlled 17 amps UL and CUL listed. 48-volt to 12-volt DC converter. Forward/Neutral/Reverse gear selection. DeltaQ/QuiQ charger (1KW high-frequency). Minimum of 162.8" turn radius. Deluxe light kit with canopy-mounted safety light, and horn kit. Mirror kit with 5-panel rear view mirror. Windshield with windshield wipers. Heavy duty front bumper and different guard. Solar charging panel. Four-wheel manual disc brakes. Maximum speed of vehicle may not exceed 25 miles per hour Overall dimensions of the vehicle may not exceed 15'L x 6'W x 7'H Minimum range of the Low Speed Vehicle shall be greater than 40 miles w ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be freight on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. (see attached for location) This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
