- Description
- This contract is to provide all personnel, equipment, tools, materials, supervision, non-personal services, and other items necessary to procure, install, service and maintain Electronic Security Systems (ESS). ESS can include the incorporation of physical security and force protection measures, and Automated Control Systems to include building automation systems, fire alarm systems, life safety systems, chemical/biological/radiological detection/response systems, mass notification systems, and other related electronic systems. Using a Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) type contract (s) pursuant to FAR 16.504, task orders (TO) may be awarded as either (1) firm-fixed price (FFP), (2) time and materials (T&M), or (3) some combination of the above. It is anticipated that approximately 95% or more of the task order efforts will be FFP. However, task orders may be issued on a T&M basis for work of an indefinite nature or to support an urgent need. Contractually, the MATOCs will predominantly be services contracts, but may have construction and supply elements. The subsequent contracts will each include the necessary clauses, terms, conditions, instructions, and references attendant to each of these three unique contract styles. Based upon the requirements for each TO, these MATOCs will thus include the flexibility to adapt to the form required (construction, service or supply), using a tailored mix of appropriate clauses to mitigate risk. This contract structure offers the flexibility to meet demand without sacrificing the rigor necessary to satisfy fiscal and legislative mandates, all while delivering the best business deal.
