- Information Request Form Synopsis: NON-SKID FLOORING FOR C-17 AIRCRAFT - SOURCES SOUGHT. This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Tennessee Air National Guard, Memphis ANG Base, Memphis, TN has been tasked to solicit for and award the following: Non-Skid Grit type covering to outfit the floor of a C-17 military aircraft cargo plane. The floor covering shall be custom kits, die cut and cover the compartment interiors for foot and vehicle traffic. The plastic backed, non-skid grit material is the only material authorized. Proposed requirement will be a Firm Fixed Price contract. The type of solicitation issued will depend up on the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 31 July 2017, 04:00 P.M. EST. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to quote as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form (attached to this posting). In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
