Description
Resiliency Self-Directed Recovery and Social Inclusion Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: FAVOR 840 1st St. NE, 3rd Floor Washington, DC 20002-8000 The need exists for the Substance Abuse and Mental Health Services Administration/Center for Substance Abuse Treatment (SAMHSA/CSAT) to develop initiatives that promote recovery and social inclusion for individuals in recovery from mental and/or substance use disorders. Barriers, such as discrimination and prejudice, present a problem in the United States that affect practices and attitudes towards the recovery community. SAMHSA supports the use of peer to peer services as a mechanism to address the prejudice and discrimination endured by individuals in need of services as well as those living in recovery. The peer to peer movement is a critical part of the substance use disorder treatment services continuum and should be available during all stages of the recovery process, i.e. initial intervention or assessment, treatment and most importantly, while sustaining recovery. A number of studies have validated the use of peer to peer services as a method to prevent return to use for those in recovery. Therefore, it is important to continue to expand these services in order to broaden the scope and reach of these service providers. In addition, there is a need to address and reduce the negative societal attitudes towards individuals in need of services as well as those living in recovery. Recovery community organizations (RCOs), which incorporate peer to peer services, are the applicable vehicles for delivering alternative positive messages to the community. In changing perceptions, we can increase the likelihood that those in recovery can re-enter community settings ready to tackle the challenges of identifying housing opportunities, obtaining meaningful employment and re-integrating the social fabric of the communities they choose to live in. SAMHSA/CSAT seeks to conduct in person leadership training sessions that will focus on best practices and program outcomes among successful community recovery centers across the nation as it relates to program sustainability and governance issues. The Proposed Contractor has provided this service for more than 10 years and has the experience, knowledge and materials to successfully complete this requirement. FAVOR is the owner of the research and data used in the development of outreach materials and trainings in changing the public's perception of what is recovery. FAVOR works with treatment- and recovery-oriented individuals and organizations throughout the country to provide a unified and cohesive face and voice of consumers of recovery services to reach out and educate policymakers, health care providers and insurers, the justice system and social service organizations about the need for available and effective treatment and recovery services for those in need. FAVOR has a strong consumer and community-based recovery network which helps to increase the number of individuals reaching out to educate others about substance use and mental disorders, treatment and long-term recovery. In addition, FAVOR continues to encourage and empower its membership to be aware of and understand the need to expand the Nation's treatment capacity and to reduce barriers to treatment. FAVOR created "Our Stories Have Power", a recovery community messaging training program which has been used by leaders to sharpen their skills as a recovery communicator and deliver strategic messages in the media, to policymakers and the general public. FAVOR has for many years, provided training on how to start a recovery community organization, which is why they are uniquely positioned to complete this requirement.
