Description
24th National TASC Conference on Drugs Crime and Reentry Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National TASC, Inc. 1025 Connecticut Ave, NW, Suite 605 Washington, DC 20036 The Substance Abuse and Mental Health Services Administration's (SAMHSA), Center for Substance Abuse Treatment (CSAT) has a lengthy history (from 1990 to present day) of providing funding for the treatment of individuals in the criminal justice system that has substance use and/or mental health disorders. In the SAMHSA Strategic Initiatives which drive the agencies budgeting, planning, and programming, "Trauma and Justice" is listed as one of SAMHSA's program priority areas. CSAT currently is funding substance use treatment services to offender populations in two primary settings: treatment drug courts and offender reentry into the community. The acronym "TASC" stands for Treatment Accountability for Safer Communities. TASC is a national program model that reduces addiction driven crime by linking local criminal justice systems to community-based treatment programs. The TASC model was initiated in 1969, as one of the federal responses to the rise of drug related crime. National TASC is the national membership organization serving case-management professionals and offers 200 programs across the country. In the past, TASC has organized 23 successful national conferences. SAMHSA is requesting National TASC's expertise in the TASC case management model, identification, and selection of expert/practitioners to present on treatment, clinical, case management and offender reentry training topics at the 24th Annual National TASC Conference on Drugs, Crime, and Reentry which SAMHSA supports, and to perform logistical support in the planning and implementation of this conference. In addition to contract logistical support will require expertise in the identification of expert/practitioners/researchers in the TASC model of offender case management and treatment referral. National TASC is uniquely qualified to fulfill the tasks of this purchase order. National TASC is a national membership organization with more than 200 programs nationwide specifically dedicated to the screening, assessment, case management, and treatment referral of drug-involved individuals in the criminal justice system. The 24th National TASC Conference on Drugs, Crime, and Reentry is being held by National TASC for its members and professionals in the field. National TASC is highly skilled in planning, identifying national and local expert/practitioners with relevant skills, knowledge, and expertise in TASC and justice-treatment topics, and managing these national conferences as it has successfully held 23 previous conferences Since the contract tasks involve more than simple logistical preparation for the conference, but also involves the selection of presenters with expert content knowledge specific to TASC, strength-based case management, screening and assessment of alcohol and drugs for criminally-involved offenders, referral to, and delivery of, substance abuse and co-occurring disorders treatment and the myriad issues related to the continuum of care for offenders reentering the community from prison, this task cannot be performed by a normal conference logistics contractor. For this unique operation and other activities described above, National TASC is the proper contractor who can provide the venue and accomplish these activities for CSAT. Any open competition in this regard will be counterproductive. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
