Description
HL7 FHIR Resource Definition Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Eversolve, LLC 8 Woodvue Road Windham, NH 03087-2113 Since 2010, the Substance Abuse and Mental Health Services Administration (SAMHSA) has championed the inclusion of behavioral health in the continuum of care. Through direct participation in several Standards Development Organizations, including Health Level Seven (HL7) and the Object Management Workgroup as well as participation through the American Health Information Management Association in the International Organization for Standards and the Integrated Healthcare Enterprise, SAMHSA has supported the development of several standards and enhanced other standards in order to ensure the behavioral health information may be included across the continuum of care. From consent creation and management, data segmentation for privacy, which is included as optional in the 2015 ONC EHR Certification Criteria, SAMHSA has been the voice for behavioral health being included in national data standards. The creation, enhancement, and maintenance of standards are an ongoing process. Diligence in this process keeps the importance of including behavioral health across these and other standards bodies at the forefront of our non-behavioral health colleagues minds. Through quarterly workgroup meetings, weekly call meetings, and working with other collaborators such as MITRE, SAMHSA continues to make behavioral health relevant to the standards bodies described above. This work would define through the HL7 consensus based standards process for reviewing current Fast Healthcare Interoperability Resources (FHIR) resources required for care coordination, care planning, referral management, assessment scores, appointment management, and updating them or proposing new resources to facilitate the interoperability of behavioral health clinical information. The SAMHSA team has identified several issues with the current definition of resources related to the above areas. These FHIR resources are critical for managing behavioral health patients, especially opioid addiction and the serious mentally ill health populations. This work is being done in collaboration with MITRE. Eversolve is the only organization capable of undertaking the work described under this contract for three reasons: (1) This project entails management, adding and updating of HL7 FHIR Resources. Eversolve would support SAMHSA in modeling the changes, documenting the changes, submitting the changes to HL7 and following the changes through the consensus based standards process. The Eversolve team has unparalleled expertise in the HL7 standards process and is expert in FHIR Resource definition. While there are organizations that have one of these attributes, Eversolve is the only organization that has both sets of expertise; (2) In order for this project to be effective, the contractor must be able to begin delivery of tasks immediately following contract award date. Eversolve is the only entity with the accumulated content and technical expertise necessary to complete the necessary work within this short time frame; and (3) Eversolve has a unique set of relationships with industry SMEs such as MITRE. Eversolve will need to draw on these relationships as it refines the HL7 FHIR Resource definitions. In past work for SAMHSA, Eversolve has completed several HL7 standard ballots on behalf of SAMHSA and has successfully worked them through the HL7 consensus process. This is an example of Eversolve's ability to leverage the standards process for including behavioral health in interoperability standards. In order for the data standards developed through this contract to be successful, they need to be understandable and applicable to the work of behavioral health direct service providers. This means that the organization undertaking the work of this contract must have existing expertise in consensus based standards development. Eversolve is the only organization with the necessary relationships and past experience to undertake this contract. Another organization might be able to perform these tasks given more time to develop the FHIR resource definitions and complete the work given the six (6) months performance period. For reasons explained above, this delay would not be acceptable. Therefore Eversolve is the only organization capable of completing this work. As a result of these factors, efforts to obtain competition would be fruitless. Eversolve is the sole vendor capable of completing this work in the specified time. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
