Description
The Food and Drug Administration intends to award a Sole Source firm-fixed price contract to NanoScience Instruments 9831 S, 51st Street, Suite C119 in accordance with FAR part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this acquisition is to procure a maintenance plan for a Phenom Scanning Electron Microscope, Serial number MVE 00197283 for a base year and two (2) one (1) year options. Technical specifications for service agreements: • One (1) preventative maintenance inspection and service shall be performed in the base year one (1) preventative maintenance inspection and service shall be performed in the 2 subsequent option years with all travel, labor and parts included. • The contractor must perform the Inspection of Source during Scheduled Maintenance and replacement as necessary, to meet the manufacturer's performance specifications. • The contractor must perform the inspection and cleaning of objective lens and final aperture and pole piece, to meet the manufacturer's performance specifications. • The contractor must perform the turbo molecular pump maintenance, to meet the manufacturer's performance specifications. • The contractor must perform the pre vacuum pump maintenance, to meet the manufacturer's performance specifications. • The contractor must perform the hardware lubrication, to meet the manufacturer's performance specifications. • The contractor must replacement the fan filters, to meet the manufacturer's performance specifications. • The contractor must perform the inspection and cleaning of back scatter detector, to meet the manufacturer's performance specifications. • The contractor must perform the inspection and cleaning of O-rings and replacement if necessary, to meet the manufacturer's performance specifications. • The contractor must perform the inspection and cleaning of sample cup, to meet the manufacturer's performance specifications. • The contractor must perform the adjustment and alignments to original factory specification or better, to meet the manufacturer's performance specifications. • For repairs up to $2,500, not covered by the Service Maintenance Agreement, the Government shall pay the vendor (with proper Government approvals) with a Government Purchase Card. • For repairs over $2,500, not covered by the Service Maintenance Agreement, the Government will issue a Purchase Order for the repairs or utilize an existing IDIQ contract. • Service must be provided by service engineers who are trained and certified by the original manufacturer of this instrument. Service engineers shall have access to the manufacturer's latest technical developments, repair procedures, application updates, and diagnostic software and planned maintenance procedures. • Warranty on parts and labor for any repairs completed during the service maintenance period is for the term of the contract. • Demonstrated proprietary rights to the design and software of the instrument. • All software updates to the scientific equipment and/or software and related installation of such instrument updates and /or software during the Agreement Term. • Unlimited for telephone, email and remote web-based support during regular business hours, 8:00 AM-5:00 PM ET for instrument support and applications at no additional charge. • Trouble shooting capabilities based on complete knowledge of the entire system, immediate access to certified replacement parts, and immediate access to improvements and new procedures provided by the original equipment manufacturer. • All components (parts) determined by the contractor to be defective will be replaced without charge. • Any other preventative maintenance measures deemed necessary by the vendor. Nanoscience Instruments is the sole source for the Phenom Scanning Electron microscopes in the United States of America. Nanoscience Instruments has the exclusive distribution rights for the Phenom and is the only authorized to service center for the Phenom SEMs. The NAICS code is 811219 Other Electronic and Precision Equipment Repair and Maintenance. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to Shimadzu within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
