- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Program (MIP) plans to procure on a sole source basis maintenance services for the Government-owned SPECT/CT (NanoSPECT/CT) Imaging Scanner Serial Number NS-809037-4RCT, which is manufactured by Mediso USA, LLC; 2 Oliver Street, Suite 613; Boston, MA 02109. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is eleven (11) months Sept. 8, 2017 through Sept. 7, 2018. It has been determined there are no opportunities to acquire green products or services for this procurement. The goal of the Molecular Imaging Program (MIP) is to develop targeted imaging methods that accelerate the development of cancer therapies. The MIP is focused on the development and translation of in vivo molecular imaging agents for early detection and monitoring. Given the high risks and high costs of conducting research in this field, the MIP is well positioned to address challenges that the field of molecular imaging faces. The Molecular Imaging Program conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific MRI, PET, radionuclide, and optical probes. The MIP is focused on the clinical translation of targeted imaging agents for cancer imaging. As part of their pre-clinical research, the Molecular Imaging Program houses a small animal SPECT/CT imaging scanner (market name is NanoSPECT/CT and the manufacturer is Mediso) on which radioactive research animals are imaged. This instrument is essential and important to the on-going research in the NCI's Molecular Imaging Program. Contractor shall perform maintenance services, including one (1) preventative maintenance inspection, telephone support, and emergency on-site service requests within twenty-four (24) hours of request for service on the Government-owned equipment which includes software upgrades as applicable during the contract period. The maintenance, including upgrades, shall be performed by technically qualified factory trained personnel with a minimum of three (3) years of experience servicing the specified laboratory equipment. The Contractor shall provide technical support hot-line number for telephonic trouble-shooting during 8:00AM-5:00PM, local time, except Federal holidays. This scientific equipment is manufactured by Mediso USA. The proposed source is the only known service provider for the scientific equipment to be serviced under the contract. The equipment is highly specialized and complicated, integrating many proprietary technologies. The proposed source is the only provider of service by factory trained engineers, and the only provider of original grade replacement parts. It is critical for the MIP's programs that the equipment mentioned above is calibrated accurately and maintained according to the manufacturer's specifications. Any deviation from the specifications could ruin countless hours of work, distort and destroy the integrity of information and/or ruin further studies, and significantly delay the laboratory's throughput. The cost in personnel time required to repeat the experiment from the beginning would be unjustifiable, and would set the program back on critical research. The software supplied with this equipment is proprietary, and updates and patches are solely available through the proposed source. The software controls the scanner and provides the image reconstruction algorithms used to turn the raw gamma ray data into images which measure the concentration of radio-labeled ligands used in the imaging studies. The proposed source has unlimited access to parts and technical support both of which are of a proprietary nature. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 4:00PM EDT, on July 31, 2017. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
