- The U.S. Army Corps of Engineers - St. Paul District has a requirement for a contractor to repair and rehabilitate asphalt parking lots at Lock and Dam No. 6, in Trempealeau, Wisconsin (Trempealeau County). The work includes, but is not limited to, all plant, labor and materials to rehabilitate parking lot pavement. Pavement re-habilitation work will include routing and sealing cracks, hot mix patching of localized areas of bituminous pavement failure, and providing a chip seal over existing bituminous paving. The contractor shall repaint all striping and pavement markings. The contractor will also be required to mill and overlay completely failed portions of bituminous pavement as specified. Total estimated area of bituminous pavement re-habilitation is 160,000 square feet. Estimated area of mill and overlay is 15-25%. The contractor will be responsible for following applicable state, local, federal, and USACE safety and environmental laws and regulations. The contractor shall provide all necessary traffic control flaggers and signage as required or specified. The contractor will be responsible for obtaining any necessary permits required to traffic control or lane closures. The North American Industry Classification System (NAICS) code for this project is 237310; Highway, Street and Bridge Construction, with a size standard of $36.5M. This procurement is set-aside 100 percent for Small Business Firms. The estimated magnitude of construction is between $100,000 and $250,000. This synopsis is not a request for quotes (RFQ), proposals (RFP), or in an invitation for bids (IFB). This is a pre-solicitation notice indicating that a solicitation for a competitive acquisition for the award of one firm-fixed price contract is intended to be issued via FedBizOpps (www.fbo.gov) in the near future-the solicitation will not be issued less than 15 days from the date of this announcement. The specifications will be detailed in the solicitation once issued. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Bids will be due not less than 30 days from the date the solicitation is issued. The definitive bid opening date and time will be stated in the solicitation and any associated amendments that may be issued. No CD's or hard copies will be available.
