- Asphalt Overlay - Various Locations in Mount Rainier National Park Request for Quotes #P17PS01892 to complete Hot Asphalt Mix (HMA) class ½" asphalt overlay in up to three areas within Mount Rainier National Park - White River Road, Cougar Rock Campground and an optional area in the Longmire Maintenance Area. The Contractor shall provide all supervision, project management, labor, equipment, supplies, materials, bonds, insurance, etc. to complete the project and perform all work in accordance with the specifications, wage determination, and other attachments to the solicitation. The period of performance will be between September 5, 2017 and September 29, 2017. PROJECT LOCATION: This project has three locations in Mount Rainier National Park: White River Road on the East Side of the park, the Cougar Rock Campground on the West Side, and an option to pave utility trenches in the Longmire maintenance area which is also on the West Side of the park. Paving shall be an overlay of a minimum of 2" HMA class 1/2" in accordance with WSDOT standard specifications. Some areas will require grinding and pre-leveling. Maps and information are available at www.nps.gov/MORA. SITE VISIT: A group site visit will be held Wednesday, July 31, 2017 at 10:00 am. Meet at the parking area inside of the White River Entrance Station off State Route 410. Attendance at the site visit is strongly encouraged (not mandatory). Requests for individual site visits will not be honored. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 237310, Highway, Street and Bridge Construction and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act. The contractor will have 30 days to complete the project after the Notice to Proceed is issued. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000, Payment protection (bond or irrevocable letter of credit) will be required after award. This RFQ and all future amendments will be posted at www.FBO.gov. Prospective offerors will be required to visit this website periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation. All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however offerors who have not established and/or maintained an active registration at www.SAM.gov prior to the offer due date and time will be considered either ineligible or non-responsive and will not be considered for award.
