Description
Approved Justification and Approval for Other than Full and Open Competition The SBIRS program has a requirement to provide stellar spectral energy distributions (SEDs) as Government Furnished Information (GFI) for on-orbit irradiance calibration to SBIRS contractor Lockheed Martin Corporation to meet a classified radiometric accuracy requirement. SBIRS requires collection of SEDs from stars to maintain positive sensor development, data analysis, star catalog, and procedures in support of the SBIRS mission. The star catalog also supports sensor calibration throughout the on-orbit lifetime of SBIRS; this calibration ensures the SBIRS HEO or GEO payloads remain accurate through the life of the constellation. See HO SV0690P and Table 3-2.13 of the High Spec for more information. The SBIRS requirements for an observing facility are as follows: a telescope with infrared capabilities and a secondary mirror with chopping/nodding capabilities; the cost per night needs to be low with high availability of approximately 100- 1 44 nights of total available observation time which includes access to the telescope for 1 -2 weeks at a time at 2-4 times per year for periodic calibrations, and additional access to the telescope on short notice based on shifting launch schedules, Early on Orbit Testing calibrations, and on-orbit anomaly resolution as needed.
