- OFAR BPA Question and Comment Template This is a DRAFT SOW. Please provide any questions, comments, and suggestions using the attached template to the Contract Specialist and Contracting Officer via email by July 26, 2017 at 5 pm ET. This is a single-award Blanket Purchase Agreement (BPA) under the GSA Federal Supply Schedule (FSS) 871-1 through 871-6 Professional Engineering Services (PES), North American Industry Classification System (NAICS) code 541330 Engineering Services. This BPA directly support the Domestic Nuclear Detection Office (DNDO) in accomplishing their mission as a research and development arm of the Department of Homeland Security (DHS). The type of support and expertise needed changes rapidly as Homeland Security Technologies evolve, mature, and change to reflect the threats to the Nation. The services required under this BPA include program and technical management, program planning and oversight, technical evaluation, test and evaluation, program analysis support, operational modeling and analysis, and reporting; organizational and market assessments; program and communication coordination; technology research and technical feasibility; program management, systems engineering and cost analysis for acquisition; and technical services for current, potential, and proposed programs.
