- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: D319 - IT and Telecom SUBJECT: Software Licenses SOLICITATION NUMBER: NB643020-17-04087 RESPONSE DATE: 08/01/2017 DESCRIPTION: The National Institute of Standards and Technology (NIST), intents to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Princeton Instruments, located in Trenton, New Jersey for three (3) licensed copies of control software. Sole Source justification is based on the following: The National Institute of Standards and Technology (NIST), Microscopy and Microanalysis Research Group performs fundamental research and develops metrology toward the compositional and morphological characterization of materials from the mesoscale to the atomic scale using electron, ion, and photon interaction s with matter. To continue the mission the group is requesting a computer software that is compatible with NIST owned Princeton Instrument cameras. The contractor shall provide the following: • Three (3) licensed copies of control software to enable existing scientific camera systems to run on approved Win 7 - Win 10 operating systems; • Full acquisition support for Princeton Instrument cameras and spectrometers; • Built-in math engine for real time and post-acquisition analysis such as fast Fourier Transforms; • Export of data into TIFF, FITS, ASCII, AVI file formats; • Supports IntelliCal wavelength and intensity spectral calibration; • Synchronized view provides quick comparison to the same region or peak in two or more data sets; • Windows 10 (64-bit) support; • One-year maintenance upgrades at no additional costs. Market research determined that Princeton Instruments is the only source of service for these instruments who has access to the following: proprietary software and procedures. Princeton Instruments does not provide these proprietary resources to third party vendors. Other software programs from alternate vendors are not compatible with the NIST-owned Princeton Instruments cameras. As such, NIST has determined Princeton Instruments to be the only source reasonably available. The resulting order will be a Firm-Fixed Price purchase order. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 08/01/2017 will be considered by the Government.
