- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: J066 - Maintenance, Repair, and Rebuilding of Equipment - Instruments and Laboratory Equipment SUBJECT: Maintenance of ExpressLO ex situ liftout System SOLICITATION NUMBER: NB643020-17-03989 RESPONSE DATE: 8/1/2017 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with ExpressLO, LLC., located in Lehigh Acres, Florida for the maintenance of a NIST owned ex situ lift-out system. Sole Source justification is based on the following: NIST provides research, reference materials, and data to support accurate and selective analysis of microscopic particles and surfaces including the spatial distribution of chemical species relevant to industrial, environmental, and biological processes. The proposed maintenance contract purchase is to maintain an ex situ liftout system. The contractor shall provide the following: Provide maintenance services for a NIST-owned ExpressLO ex situ liftout system for one year with three option periods. Provide necessary firmware updates as they become available. Provide unlimited phone and email support during normal business hours (9AM to 6PM Eastern Time, Monday - Friday excluding holidays). One (1) preventative maintenance on-site visit, which shall be scheduled with the NIST technical point of contact during normal business hours. Work shall be conducted at NIST's campus in Gaithersburg, MD by OEM certified technicians. Market research determined that ExpressLO, LLC is the only source of service for this instrument who has access to the following resources which are required for performance: Manufacturer-certified repair technicians, proprietary service tools, software, procedures, and replacement parts. ExpressLO LLC does not provide these proprietary resources to third party vendors. As such, NIST has determined ExpressLO, LLC, to be the only source reasonably available. The resulting order will be a Firm-Fixed Price purchase order. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 8/1/2017 will be considered by the Government.
