- * The single-source justification letter has been posted with this notification. The VA Network Contracting Office (NCO) 22 submits a notice of intent to award a single-source, firm fixed-price purchase order for Safety Device Testing and Standard Operating Procedure (SOP) Training for VA Boiler Plant Personnel to Energy Projects doing business as Boiler Efficiency Institute. The contractor shall assign (2) engineers to work alongside VA Boiler Plant personnel to create detailed, custom, site-specific Boiler Plant safety device testing procedures. The contractor shall vet the newly created site specific procedures to ensure they are compliant with VA Directive 1810 and VHA Boiler Plant Safety Device Testing Manual, Current Edition. The contractor shall work alongside operators to improve SOP functionality and safety. Once satisfactory safety device testing procedures are developed and vetted, the contractor will train VA Boiler Plant personnel on proper SOP execution. The anticipated period of performance for this requirement will be two weeks from the date the purchase order is awarded. NCO22 is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(1)(i) for the aforementioned requirement based on the application of FAR 6.302(a)(2)(ii). This hereby constitutes a synopsis of the action proposed in this announcement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. The determination not to compete this proposed contact action is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with responding to this notice. This is not a request for quotes or proposals, and this is not a solicitation.
