- Justification for Other than Full and Open Competition The award will be for the renovation of conference rooms 744, 750 and 755, and of the individual offices and the utility/storage area in the 744 office suite. Conference rooms and offices to be renovated are located at the A. Maceo Smith Building, 525 S. Griffin Street, Dallas, TX, 75202. The building in which the work is to be done is a GSA owned facility. GSA has a contract with LB&B Associates, Inc. for any work, including construction, to be performed by this contractor, hence LB&B being the only responsible source for this project. At the request from the U.S. Department of Labor (USDOL), GSA has delegated to the USDOL authority to contract directly with this contractor for this project to expedite the project. The value for this project is $113,977 This notice of intent is not a request for quotes.
