Sustaining engineering, operations, maintenance, IT security, systems engineering, and project management services. (9) Set-aside Status. This acquisition was conducted using full and open competition. The offerors were required to submit a Small Business Subcontracting Plan if required by FAR 52.219-9, which was be incorporated by reference into the solicitation. Additionally, the offerors calculated the percentage of total contract value (including the base period and all options) that will be subcontracted to small business concerns. In order to be eligible for award, the offerors proposed to subcontract at least 30% of the total contract value to small business concerns. (10) In accordance with FAR 10.002(d)(2), this requirement is for noncommercial services and will not be using FAR 12 Procedures. (11) Contracting Office Address.
