Description
Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified sources for the equipment listed below. This is not a request for quotations. The Department of Veterans Affairs, NCO20 is looking for sources of the following: MFG Part Number / Item 1. 266002-1161-980-PRO / Zeiss OS/CIRRUS HD-OCT Model 5000 This an Unrestricted, Brand Name or Equal notice and the brand manufacturer is Carl Zeiss Meditec. The VA Medical Center in need of this item currently has Zeiss FORUM in use. The Zeiss Cirrus 5000 is an Optical Coherence Tomographer, an instrument that is used to produce detailed cross-sectional and 3D images of the eye. It is used for the diagnosis and treatment of many eye diseases such as retina and glaucoma. Any equal item must meet or exceed the following salient characteristics 1) Optical Coherence Tomography 2) Must provide OCT Angiography a. Has ability to utilize a single OCT scan to visualize both microvascular and structural layers of the retinal without administration of dye 3) FastTrac Retinal tracking system 4) Must have Advanced RPE analysis to map out geographic atrophy 5) Ganglion Cell Analysis 6) Tightly spaced b-scans 30 or 46 um apart 7) Can provide visualization of the fovea 8) Automatically centering of the fovea or optic nerve after image capture 9) Able to scan at both 27,000 A-scans / sec and also 68,000 A-scans /sec 10) Must be able to have anterior segment lens for anterior segment OCT imaging 11) Must provide pachymetry noncontact that comprises 24 radial scans and minimum 9mm in length 12) Must be Windows 7 or higher 13) Must be able to scan retinal nerve fiber layer and optic nerve head at 200-line by 200-line scan 14) Must be able to oversample image 100 times. 15) Must be able to provide 12 radial line scan for the macula 16) Has Macular scan pattern 512x128 with a 6mmx6mm cube 17) Has Glaucoma Scan of 6mmx6mm cube with capture of RNFL, ONH, Neuro-Retinal Rim Tissue, 3-D cube 18) Must produce a Ganglion Cell Analysis with no more than 30 microns between each slice 19) Minimum pupil 2 mm or less 20) Must produce anterior segment scan at least 15.5 mm in length x 5.8 mm in depth 21) Must utilize a Line Scanning Laser Ophthalmoscope 22) Must be a 90-degree configuration so the tech can stand to the side of the patient 23) Must have review station software 24) Must seamlessly integrate with existing Zeiss FORUM database. 25) Must be HL7 and VA Vista Imaging compliant and approved as per VistA Imaging Approved DICOM Modality Interfaces dated May 2017. 26) Must have table and printer to hold machine 27) Must have a wheelchair adjustable table Potential sources shall provide, at a minimum, the following information to Point of Contact listed below: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Please identify your company s size in comparison to the anticipated North American Industry Classification System (NAICS) code 339115 Ophthalmic Goods Manufacturing. To be considered a small business your company must have fewer than 1,000 employees. 3) Any Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who responds to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. 4) If there are no small business manufacturers, the Non-Manufacturer Rule (NMR) will apply and an NMR Individual waiver will be requested. Responses are due by 07/27/2017 12:00 am EST, to the Point of Contact. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM).
