Description
The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intends to award a purchase order to Frontage Laboratories, Inc., 700 Pennsylvania Drive, Exton, PA 19341-1139 for a Pharmacokinetics (PK) of MTS - IV - 39. The purpose of this purchase order is for a proposal to examine the pharmacokinetics of the molecule MTS - IV - 39 as a prelude to studying the anti - HIV activity. The sole source determination is based on the determination that this is a continuation of a project that started in 2012. Prior work was done by Frontage focused on this particular family of compounds from a NIDDK lab. In order for the data to be comparable, experiments need to be done in the same lab and by the same operators. The risk of using a lab that has no experience on this type of molecule will not likely be able to interpret the performance. Frontage has not only compiled our proprietary data, they are also able to build upon it. Frontage has one the work and provided the prior results and is the only one who can look at the base results and state that the results meaningful since they will be obtained from the same experimental design and operational procedure. If a baseline were to be created by another company, the work would cost more than the present order and we do not have surplus funds to recreate the experimental history. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This solicitation is a Small Business Set-Aside. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NIDDK-17-170 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All interested parties to this solicitation may request a copy of the RFQ package in writing to the attention of Ms. April N. Martin at National Institute Child Health and Human Development (NICHD), 6710B Rockledge Drive, Bethesda, MD 20817 or via email april.martin@nih.gov. All requests must contain offerors name, address, telephone number and fax number. Email addresses are encouraged but not mandatory.
