Description
Justification and Approval Statement of Work The Library of Congress (Library) requires contract support to purchase a photodiode array absorbance (PDA) detector to interface with our existing Waters ACQUITY UPLC instrument. In its current configuration, the UPLC is capable of measuring absorbance at two wavelengths, which is severely limiting. We seek to upgrade the existing Waters ACQUITY UPLC instrument (as detailed below) with a detector will enable the detection and quantification of low concentrations of materials from 190-800 nm at 1 nm resolution. By measuring the absorption across the entire UV-Vis spectrum, detected analytes (largely from inks, pigments and dyes) may be identified on the basis of the absorbance spectrum. The purchase shall include all parts (equipment, installation kits, consumables, standards, software, licenses, warranty, etc.), any required installation support, and a one year comprehensive service agreement to include repair and service support for the purchased PDA detector. The period of performance is August 1, 2017 through July 31, 2018 consisting of a Contract Base Year. The vendor shall provide an upgrade for the Waters ACQUITY UPLC instrument and shall begin upon Award by the Library of Congress. Please see the attached draft Statement of Work for more details. The Library intends to fulfill this requirement by issuing a sole source contract award to Stokes Imaging, Inc. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft Statement of Work. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Stokes Imaging, Inc. is posted with this notice.
