- Sources Sought Template (Request for Interested Manufacturers) FROM: Tammy Phelps/409 SCMS/GUMB TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers of NSN 6615-01-394-6499LG, Mode Select SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Mode Select, NSN 6615-01-394-6499LG, P/N 6220945-017. ITEM DESCRIPTION The Mode Select is used on the C-130 aircraft. The Mode Select provides the pilot and copilot with a pictorial display of data required to perform instrument flight maneuvers for the C-130 Flight Director System. Impediment to Competition: The original equipment manufacturer for this item is Rockwell Collins Incorporated (CAGE 13499). The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Rockwell Collins Incorporated is the only known source with adequate knowledge of the Mode Select performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Astronautics for the manufacture of the EDCU in support of the TH-1H helicopter program. Other interested parties may identify their interest and capability to respond to the requirement no later than 5 Aug 2017 by emailing tammy.phelps@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
