Description
The Food and Drug Administration intends to award a Sole Source firm-fixed price contract to Shimadzu Scientific Instruments, Inc 4022 Stirrup Creek Drive, Suite 312, Durham, NC 27703 in accordance with FAR part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of this acquisition is to procure a maintenance plan for a Shimadzu Nexera X2 UPLC System for a base year and two (2) one (1) year options. Technical specifications for service agreements: • The Contractor shall provide full coverage of parts, labor and travel for all repairs within any restrictions stated in the warranty. • The Contractor shall perform one (1) preventative maintenance inspection (PMI) for the instrument during the one (1) year period of performance. A PMI shall be scheduled with the FDA Project Officer or Alternate FDA Project Officer. • The service agreement shall include software upgrade releases that relate to the existing generation major release number excluding hardware changes. • The service agreement shall provide for telephone support and also include for the use of remote control software via internet connection to determine instrument-related problems. • PMls shall be performed in accordance with the specifications contained in the manufacturer's service manual. • PMls must be performed by a qualified service engineer. • Proposal shall be for a 12 month Base Year service agreement to include Two (1) year Option periods. Option periods shall be quoted as a separate CLIN. • The Contractor under the service agreement shall repair or replace any part or parts which prove to be defective at no additional charge to the Government. • The Contractor shall make arrangements for the fastest delivery and shall resume work upon receipt of parts within 72 business hours (3 business days) or a mutually agreed upon time frame. • All parts replaced will be new/exchange replacement parts which meet the original manufacturer's specifications. • The Contractor shall respond to an instrument trouble call by telephone within four (4) hours after request for emergency service. Telephone troubleshooting will be utilized to determine the nature of the problem and to inform the FDA when the service technician will arrive. The contractors service personnel shall arrive at the FDA within 72 business hours (or a mutually agreed upon time frame) after it has been determined that a service visit is required Shimadzu is the sole source and sole service provider for its own instruments. There are no other authorized entities that can provide factory-certified service. The NAICS code is 811219 Other Electronic and Precision Equipment Repair and Maintenance. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to Shimadzu within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
