**The purpose of this notice amendement is to remind industry that ALL PARTIES INTERESTED IN RECEIVING THE SOLICITATION AND ASSOCIATED DOCUMENTATIONS MUST SUBMIT A WRITTEN REQUEST WITHIN FIVE (5) BUSINESS DAYS OF THE SOLICITATION NOTICE POSTING ON 14 JULY 2017. The written request must include the following: a. Company Name b. Cage Code c. Company Address d. Technical Point of Contact e. E-mail Address f. Website address g. Telephone Number h. Business Category (i.e., large, small disadvantaged, veteran, woman owned, etc.) i. Facility Security Officer (FSO) j. FSO phone number k. Classified mailing address l. Unclassified fax number m. Signed Terms of Use Acceptance Form n. DD Form 254 Please note that per page three (3) of the TOU acceptance form, no more than 10 copies of all unclassified and classified doucments shall be printed. ** The Naval Sea Systems Command (NAVSEA) has a requirement to procure AN/SLQ-25E Torpedo Countermeasures "Nixie" Systems as detailed in solicitation N00024-17-R-6263. NAVSEA hereby issues a full and open competitive solicitation to U.S. prime contractors to procure the design, fabrication, testing, establishment of a production baseline, and manufacture of AN/SLQ-25E systems, including associated products and engineering services for the AN/SLQ-25E program. Proposals will be due no later than 2:00pm EST on 12 September 2017. Phone 202-781-3837. The AN/SLQ-25 Torpedo Countermeasures System provides ships with towed persistent countermeasure capability against torpedoes. The AN/SLQ-25E is planned to be a modernized open architecture technical refresh to the AN/SLQ-25C system to resolve obsolescence while maintaining compliance with shipboard certifications and the current AN/SLQ-25C performance capability. Request for Information notices titled "FY18-22 Towed Electro-Acoustic Torpedo Decoy System Technical Refresh" were posted on FBO.gov starting 03 October 2017. The Pre-Solicitation notice titled, "AN/SLQ-25E Torpedo Countermeasures "Nixie" Systems" was posted on FBO.gov on 18 June 2017. The solicitation and all associated unclassified documents will be e-mailed only to U.S. primes with a validated security clearance and a need to know*. Respondents are requested to review the documents provided with the solicitation and submit any unclassified questions you may have via e-mail to akansha.anand@navy.mil. The Government will only receive WRITTEN UNCLASSIFIED QUESTIONS ONLY via email. See solicitation regarding classified questions. The Government will consider all comments received on the solicitation. The Government does not commit to providing a response to any comment or question. All such questions should be received in writing within fifteen (15) calendar days after release of the solicitation to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. Any subsequent revisions to the solicitation based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified in this synopsis. Please note that all unclassified questions and answers will be posted on www.fbo.gov. Navy policy does not support the release of the performance specification and other related controlled files to non-U.S. contractors. Only U.S. companies may propose as prime contractors. If a non-U.S. company decides to team with a U.S. prime contractor then the U.S. prime contractor must comply with the Department of State 22 CFR Parts 120-130 and submit a request for an export license. In accordance with DFARS 252.204-7004 ALT A, registration for System for Award Management (SAM) applies. Lack of current registration in the SAM database will make an offeror ineligible for award. Information may be obtained via the internet at www.sam.gov or via telephone at 866-606-8220. This notice shall not be construed as a promise to contract or commitment of any kind. Participation in this effort is strictly voluntary. This information is subject to modification and in no way binds the Government to award of a contract. * Foreign International subcontractors are not precluded from participating in providing components or subsystems, as long as they are approved to handle and receive up to SECRET information, adhere to the U.S. prime's security agreements, the FAR, and comply with all regulations and laws, including International Traffic and Arms Regulations (ITAR) export license requirements.
