- Sources Sought Template (Request for Interested Manufacturers) FROM: Sarah Luiggi, 407 SCMS/GULBA TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers 7025-01-514-2659AY, Data Interface Unit SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Data Interface Unit (DIU), NSN 7025-01-514-2659AY, PN D1321000001. ITEM DESCRIPTION The DIU is a system used on the Air Force B-52 aircraft. This aircraft is used to perform strategic attack, close-air support, air interdiction, offensive counter-air and maritime operations. This item provides the interface between the aircraft and the memory storage unit. It writes and reads the information from the aircraft computers. Impediment to Competition: The original equipment manufacturer for this item is GE Aviation Systems LLC (CAGE 86360), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. GE Aviation Systems LLC novated the DIU repair contract on 1 Dec 16 to Symmetrics (dba Extant Aerospace CAGE: 22830); Extant is the source of supply and the repair source of the DIU. As a result, Extant Aerospace is the only known source with adequate knowledge of the DIU performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Extant Aerospace for the manufacture of the DIU in support of the B-52 aircraft program. Other interested parties may identify their interest and capability to respond to the requirement no later than 5 Aug 17 to Sarah Luiggi, sarah.luiggi.1@us.af.mil and dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
