Description
Veterans Health Affairs, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify sources that have the resources and capabilities to provide the following services: Clinical Skills Training for the Women Veteran Health Care Training Initiative Background The VHA patient population of women Veterans is growing rapidly. Such growth brings increasing demand for high quality gender-specific health care. Approximately 26% of enrolled women Veterans reside in rural and highly rural areas of the county, areas in need of more trained primary care providers who are also designated as Women s Health Primary Providers (WH-PCP) as well as nursing staff trained in women s health. WHS has developed and delivered a comprehensive education and training model called the Women s Health Mini-Residency since 2008 for clinical staff to address gaps in knowledge and skills in women s health topics. This model has been adapted into a blended learning approach providing online lecture content in advance of an onsite, face-to-face 1-day mini-residency training program delivered at rural and highly rural VHA clinic training sites. Description of Needs Physician and Nurse Instructors WHS is seeking professional services of physician and nurse instructors to deliver the 1-day training to VHA primary care providers (MD/DO, NP, PA) and nurses (RN, LPN/LVN). This includes small group case facilitation on women s health topics and instruction for hands-on simulation activities focused on breast and pelvic exam preparation, support and exam technique in a multi-site training program at rural and highly rural VHA clinic sites. One (1) physician instructor and one (1) nurse instructor are required for each delivery at the training site. All information, content and equipment will be provided by WHS as Government Furnished Information (GFI) and Government Furnished Equipment (GFE). Travel to the training sites will be required. Gynecologic Teaching Associates (GTA) WHS is seeking professional services of 1-2 GTAs per training site for assessment/history-taking experience by VHA primary care nurses, breast and pelvic examination by VHA primary care providers and instructional feedback to both primary care nurses and providers. The number of GTAs required at each training site will be determined by the number of providers and nurses participating in the training which will be up to 1-6 nurses and 3-6 providers. Simulation / Education Technician WHS is seeking services of a simulation / education technician to support all aspects of GFE (equipment, supplies and consumables) used in each 1-day training. This includes inventory, replacement, replenishment of consumables, facilitating transportation to/from training sites, onsite set-up and break-down, packing and preparation for shipping. Onsite assistance where needed to support simulation activities will be required. Simulation / Education Technician would be a full-time position. Equipment Purchase, Storage, Shipment WHS is seeking services to provide a secure, climate-controlled location to store, stage and ship to/from all GFE used to support this training program. Size requirement TBD. Requirements may include purchase of replacement equipment and consumables. Location Rural and highly rural VHA clinic training sites within all U.S. states will be identified by WHS Up to 20 training sites are planned for FY 18, starting spring 2018 An additional 30-40 training sites are planned in each year for FY 19 and FY 20 INTERESTED & CAPABLE RESPONSES: NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services.
