This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number assigned to this action is HQ0147-17-Q-0001. This solicitation is issued as a request for quotation (RFQ) from the Missile Defense Agency (MDA), Huntsville, Alabama. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated NAICS code is 532112 Sport utility vehicle leasing, and the small business size standard is $38.5M. A firm fixed price contract will be awarded. MDA has a requirement to lease a vehicle under Federal Vehicle Standard Number 307, Standard Item Number 105A, to meet the transportation demands of MDA in and around the National Capital Region (NCR), and Dahlgren, Virginia. MDA will use this vehicle for official business only. The lease will be for a base period of two years with two (2) one year option periods. CONTRACT LINE ITEM NUMBERS (CLINS) CLIN 0001 (24 Months) MDA Vehicle Lease Period of Performance is September 29, 2017 - September 28, 2019 CLIN 0002 (12 Months) MDA Vehicle Lease - Option Period of Performance is September 29, 2019 - September 28, 2020 CLIN 0003 (12 Months) MDA Vehicle Lease - Option Period of Performance is September 29, 2020 - September 28, 2021 CLIN 0004 (6 Months) MDA Vehicle Lease - Extension Period of Performance is September 29, 2021 - March 28, 2022 The vendor shall provide: One vehicle at MDA headquarters in Fort Belvoir, Virginia meeting the following minimum requirements and equipment specifications: 1. Federal Vehicle Standard Number 307, Standard Item Number 105A (GM Acadia, Ford Explorer, or Jeep Grand Cherokee) 2. 2017 model year 3. Color SOLID black exterior 4. E85 FlexFuel capability 5. Front bucket seating 6. Leather seating 7. Navigation system 8. Rear camera 9. Four Wheel Drive The Contractor shall be responsible for obtaining initial registration for the vehicle over the life of the contract. The Contractor shall provide the vehicle with temporary state license plates to be returned upon Government acceptance. The Government will assign DoD license plates and register the vehicle in the Federal Motor Vehicle Registration System in accordance with Federal law and DoD regulations. The Government will be responsible for all yearly certifications, preventative maintenance and inspections exclusive of initial registration until vehicles are returned to Contractor. The Contractor shall provide an annual mileage allowance of 15,000 miles per vehicle. Manufacturer's warranty shall be sufficient to cover vehicle for the life of the lease. In the event of a transfer, the Contractor shall be responsible for obtaining required vehicle registration within 30 days of notification of intended transfer. This contract shall be firm fixed price with monthly billing. All vehicle maintenance will be provided by the Government through established programs currently in place. Delivery must be made no later than September 25, 2017, FOB destination, at Missile Defense Agency, HQCC, 5700 18th Street, Fort Belvoir, VA 22060-5573. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Jan 2017), applies to this acquisition. The following addendum applies to this provision: Quotes must be valid for a minimum of 60 days after submittal. Vendors must follow the instructions for submission of offers in paragraph (b) of this provision. The provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014), applies to this acquisition. In accordance with Paragraph (a), an award will be made to the vendor meeting the following evaluation factors in descending order of importance: 1. Technical acceptability (acceptable/unacceptable) 2. Meeting delivery schedule (acceptable/unacceptable) 3. Price Quotations will be sent to the technical advisor for review. To be considered technically acceptable, quotations must meet all specifications in the SOW. Award will be made to the vendor who is deemed acceptable for technical acceptability, meeting delivery schedule AND providing the lowest price. The Government reserves the right to make no award at all. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jan 2017), Alt 1 applies to this acquisition.
