- RFP Attachment 2 Pricing Worksheet RFP Section C RFP Attachment 4 Quality Assurance Surveillance Plan RFP Attachment 3 - Past Performance Questionnaire RFP Attachment 1b PWS Task Order #1 RFP Attachment 1a PWS IDIQ RFP Section B RFP Section A This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Subpart Part 15, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and proposals are being requested for the resultant Indefinite Delivery, Indefinite Quantity (IDIQ) contract and the Task Order number One which will be placed against the contract. A separate written solicitation will NOT be issued. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-95. This requirement is covered under FAR 19.805, Competitive 8(a). The NAICS code is 611430 and the small business size standard is $11.0. This solicitation HSCG23-17-R-MCM022 is being issued as an IDIQ Request For Proposal (RFP) to provide contractor support services, as follows, but not limited to: analysis, design, development, evaluation and implementation services for performance improvement products for the U.S. Coast Guard (USCG) Office of Cutter Forces (CG-751) for cutter individual qualification programs (IQPs): Watchstation Qualification Standards (WQS), Personnel Qualification Systems (PQS), and Job Qualification Requirements (JQR). A list of Contract Line Item Number(s); the guaranteed minimum; the estimated minimum and maximum quantities and the place(s) of performance are specified in the attached RFP. Task Order Number One, which constitutes the guaranteed minimum, is an attachment to this announcement. The anticipated award date, for the IDIQ, is on or about September 26, 2017; however, it is subject to change without notification. Task Order Number One will be awarded simultaneously with the IDIQ contract. The effective Period of Performance, of the resultant IDIQ contract, will be for a one year base period and four (4), one year option periods. The Period of Performance for Task Order Number One will be one year. The RFP incorporates by reference FAR 52.212-4. FAR 52.212-1, 52.212-2, 52.212-3 and 52.212-5 are attached. In addition, other applicable clauses are specified in the RFP. The offeror shall include a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Amendment(s), to the solicitation, will be publicized in the same manner as the initial synopsis/solicitation. Questions Due Date: Questions or concerns must be forwarded to the Contracting Officer, Jackson McClam, via email, at Jackson.McClam@uscg.mil, and to the Contract Specialist, Michelle Faseru, via email, at Michelle.Faseru@uscg.mil by Thursday, July 27, 2017, 2:00 PM ET. Proposal Due Date: Please submit your IDIQ proposal, along with your Task Number One proposal, in full, via email to the Contracting Officer, Jackson McClam, at Jackson.McClam@uscg.mil, and to the Contract Specialist, Michelle Faseru, via email, at Michelle.Faseru@uscg.mil on or before 2:00 PM ET, Friday, August 18, 2017. There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Government. The data in your proposal should be compatible with Microsoft Office Suite 2007 and/or Adobe Acrobat. Due to Coast Guard email limitations, proposals shall not be more than 5 megabytes total. Compressed or zipped files will not be accepted. Offerors may submit proposals through multiple email transmissions, but are responsible for ensuring all such communications are received prior to the date and time identified above. When responding, please include the title "HSCG23-17-R-MCM022" in the subject line of the e-mail. This RFP shall not be considered direction to proceed with the subject effort, nor a promise of future direction to proceed. Submission of a proposal in response to this RFP denotes that the offeror understands and accepts the terms and conditions contained herein. Offerors are solely responsible for any perceived or incurred submission, bid and proposal costs for the IDIQ and Task Order proposals.
